The following specifications shall apply to the improvement of the roadways of the above
titled plat.. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County F--.ad Engineer, hereinafter called "Engineer".
The Subdivider she.11 be solely responsible, for all costs of the roadway improvements
herein specified unless otherwise specifically stated :: .
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the •
.typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and.future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. .The subgrade shall be inspect
ed and approved by the Engineer prior to the placing of any surfacing material. •
CURBING Required.only when specifically noted on the typical section attached. Tilhen
required by the County or when required by the Subdivider as a condition of sale,. curbing
shall conform to these specifications: Curia shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb.shallbe installed in the roadways without a written permit from '
the Engineer.
SURFACING: The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are .
specifications for the various types of surfacing materials:
Pit Run Material shall be natural gravel, talus or .shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two- thirds of the compacted course thickness.
.In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from 15" maximum size to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
5 maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All. surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on -the approved drainage plan on file in the Engineers
Office. Gravel backfill will be required for catch basins only when specifically called
for.. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system. . .
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, any pavement placed on the roadway shall conform to the requirements of
the Washington State Highway Specifications for the type of pavement'
involved, unless written modification and approval is gi by Engineer. No
pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING: All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by he Subdivider at his cost.
COMPLETION: The improvements herein required shall be completed on or prior to the
date specified on the Subdivision Roadway ImprovementBond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the requirements of these specifications. When the.Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such written notice will release the Subdivider of the
requirements of these specifications.

This being the day set fur the hearing on Spokane County Engineer's Report on the
proposed establishment of STREETS IN PEPLINSKIS FIRST ADDITION AND STREETS IN SUNNYVALE
ADDITION proceedings for which were initiated by PRELIMINARY RESOLUTION NO. 79 -0131, and
it appearing to the Board on proof duly made that Notice of Hearing was published and
posted in the manner and for the time required by law, and the Board after examining
the report and maps of the Spokane County Engineer and all claims and papers on file and
after hearing all other evidence adduced at the hearing; and
IT FURTHER APPEARING That the rights of way have been dedicated as public roads,
50 8 60 feet wide and that said roads are a public necessity and the same should be
opened and established as County roads.

Planning Commission Recommendation: Approve for the following reasons and subject
to the following conditions: (Vote was unanimous.)
A. REASONS:
1. The proposal as submitted is a logical extension of the existing develop-
ment in the neighborhood.
2. Tho Planning Commission has been routinely approving "fill in plats"
of this - nature.
B. CONDITIONS:
MINUTES
NOVEMBER 19, 1976
1. That the plat be designed as indicated on the preliminary plat of record
and /or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot be
further subdivided for the purposes of creating additional lots or building
sites without filing a replat.
3. That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or deed-
ed: A 1' strip at the ends or edges of all streets that terminate or border
the plat boundary. (Temporary cul de sacs are required when street s
terminate at the plat boundaries.)
4. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record.
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the easements by the utility company
must be received prior to the submittal of the final plat.
7. That a plat for water facilities adequate for fire protection be approved by
the water supplier and fire protection district. Said

water plan must also have been approved by the appropriate health -
authorities. The health authorities, water supplier (purveyor)
and fire protection district will certify, prior to the filing of the
final plat, on the face of said water plan that the plan is in con-
formance with their requirements and will adequately satisfy
their respective needs. Said water plan and certification will be
drafted on a transparence suitable for reproduction.
The water supplier (purveyor) will also certify prior to the filing of
the final plat on a copy of said water plan that appropriate con-
tractual arrangements have been made with the plat sponsor for
construction of the water system, in accordance with the approved
plan, and in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and
inspection by the appropriate health authorities prior to application
for building permits within the plat. The contractual arrangements
will include a provision holding Spokane County and the water
supplier (purveyor) harmless from claims by any lot purchaser
refused a building permit due to the failure of the plat sponsor to
satisfactorily complete the approved water system. -�
The plat dedication will contain a statement to the effect that the
public water system as approved by County and State Health
authorities and the local fire district and water supplier (purveyor)
will be installed within this plat,, and the subdivider will provide
for individual domestic water service, as well as fire protection,
to each lot prior to sale of each lot.
Note: The Spokane County Health District has determined that the
soil conditions in the plat are suitable for on - site sewage disposal
systems on each lot.
No subsurface drainfield shall be installed within 150 feet in any
direction from a line extending from a beginning point located on
the common boundary of Lots 16 and 17, Block 1 and 50 feet east
of the west end of said boundary; the line extending northerly from
beginning point a distance of 15 feet and parallel to the west
boundary of Lot 17, Block 1. (Note that this will provide for two
well. holes 15 feet apart and have minimum impact on lots within
the proposed plat as well as similarly sized lots which may be
proposed in the unplatted area to the east of the well site).

8. That a certificate of title be furnished the Planning Department
prior to the filing of the final plat.
9. That the preliminary plat be given conditional approval to
December 1, 1977.
10. That streets be improved to standards established by Spokane
County or a bond to cover the cost of such improvements be
furnished the County Engineer. The bond may also cover the cost
of "as built" plans, engineering costs, and placing of final center
line monuments.
11. That profiles of streets, cross ections, proposed grades, and
drainage plan of the plat be submitted and approved by the County
Engineer and by the Planning Director before the final plat is drawn.
Prior to acceptance of the improvements or release of bonds, a
certificate by a registered civil engineer or licensed land surveyor
will be required indicating that all improvements have been installed
to the lines and grades shown on the approved construction plans.
12. Conditional approval of the plat is given subject to the dedication
of the right of way to the public and approval of the road system
in the plat by the County Engineer.
13. That a statement be placed in the dedication prohibiting individual
lot access to Wellesley Avenue.
14. That a name be indicated before the final plat is filed; such name
to be approved by the County Assessor and the Planning staff.
C. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Depart-
ment reviewed the environmental checklist submitted by Daniel B. Clark
on behalf of Lawrence Peplinski for a preliminary subdivision called
Peplinski's First Addition. • The proposal is located approximately in the
Northeast 1/4 of Section 1, Township 25 N., Range 44, E.W.M. and
lies directly south of and adjacent to Wellesley Avenue. The proponent
is requesting to subdivide approximately 14.5 acres into 37 lots for single
family dwellings, thereby creating a gross density of about 2.5 units
per acre • . The terrain is relatively flat and the land is in active
cropland.
The staff review has identified four potential areas of environmental
impacts. First, and common to all subdivisions is the increase in motor
vehicle traffic and all the effects associated therewith. These would

include such impacts as increased air pollution specifically suspended parti-
culates from unimproved streets, increased noise, and increased public safety
hazards from traffic.
A second potential environmental impact area considered was the .increased
demand on public services and utilities. This would include such factors as
increased requirements for police and fire protection, provision of additional
school, park, and recreational facilities and roads. This would also include
such impacts as associated with extension of utility lines (power, natural gas,
telephone) and the provision of suitable long term sewerage, domestic water,
storm wa:er runoff, and solid waste disposal systems.
A third potential environmental impact revealed by the staff evaluation involves
the subsurface 'injection of sewage effluent and storm water runoff. This waste
water placed at a depth will percolate downward toward the aquifer rather than
evaporating back into the atmosphere as under natural conditions. A portion of
the contaminants will likely be filtered out of this waste water, but the resulting
quality has not been determined as yet. About 12 acre feet of waste water will
be injected beneath the soil surface, 5.5 acre feet of which will be septic tank
effluent.
The final potentially significant impact is the conversion of approximately
14.5 acres of active cropland into single family use.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal if the specified miti-
gating measure are adopted. Therefore, it is recommended that aDeclaration of
Non - Significance be issued and an environmental impact statement not be
required.
D. ZONING RECOMMENDATION:
Planning Commission Recommendation: Approve Peplinski's First Addition as
indicated on the preliminary plat of record to the Single Family Residential (R -1)
Zone classificatinn upon the filing of the final plat.
REASONS:
1. The lots in the proposed plat have been designed to accommodate single
family dwellings with a proposed density of 2.5 units per acre.
2. The Planning Commission has been routinely upgrading similar residential
plat proposals in the Spokane Valley to the Single Family Residential
(R -1) Zone.
3. The staff is of the opinion that none of the lots within the proposed plat
have disadvantaged relationships which would warrant duplex zoning.

SUBJECT: Standard Plat Conditions
We recommend approval of the plat of
subject to the following conditions:
PEPLINSKI's 1st ADDITION PE -1049
that conditional approval'of the plat is given subject to dedication of Right of -
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under the supervision of a licensed land surveyor, who shall be responsible.
for perpetuating all evidence of the location of survey monuments which may be
disturbed during construction and who shall furnish the County Engineer with "As .
Built" plans and a certificate in writing that all improvements were installed
the lines and grades shown on the approved "construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer; -
all construction within the Public Right of Way.is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shall be filed with the County Engineer.
