Planning Commission Recommendation: Approve, subject to the following
conditions
A. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of
record subject to the following conditions:
a. That portion of the proposed plat within the existing plat
of Pinecroft, Lots 30, 31 and 3g� and portions of Lots 27
and 2&, be advertised and reviewed at the Planning Commis-
sion's regularly scheduled September hearing.
b. That the sponsor and /or his surveyor work with the County
Engineer's to determine the status of the proposed Kalb
Street in the Northeast corner of this plat and submit the
final as per final recommendations.
2. That a statement be placed in the dedication to the effect that no
more than one mobile hon.- b.. r,17c_d on .7hy one lot, nor shall
any lot be further subdivided 'r-.- the purposes of creating additional
lots or mobile home sites :iifng a replat.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
1. That appropriate street names be indicated.
a. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution tothe Planning Depart-
ment and the utility companies. 4itten approval of the ease-
ments by the utility company must be received prior to the sub-
mittal of the final plat.
6. ThaL a plan for water facilities adequate for fire protection be
approved by the water supplier c:rid the fire protection district. The
water supplier ;ail, certify that appropriate contractual arrangements
have been made with the plat :,ac,nsor for construction of the water
system prior to filing of the fin it plat.

7. That a certificate of title be furnished the Planning Commission
prior to the filing of the fins: plat.
0. That the preliminary plat be given conditional approval to
August 1, 1974.
9. That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such improvements be
furnished the County Engineer in the amount as determined by
the County Engineer.
10. That profiles of:.treets, proposed grades, and drainage than of
the plat be submitted and approved by the County Engineer and
by the Planning staff before the final plat is drawn. The County
Engineer may require that design of drainage improvements for
the entire plat be made by a registered civil engineer.
i 1. Conditional approval of the plat is given subject to dedication of
the right of way to the public and approval of the road system in
the plat by the County Engineer.
12. That a name be indicated before the final plat is filed; such name
to be approved by the County Assessor and the Planning staff.
13. That percolation and/or soil cla,;sification tests be submitted as
required by the County Health Officer. Subdivider is not authorized
to have the final plat drawn until the County Health Officer certifies
in writing that lot sizes, soil porosity, and topography are such
as to reasonably expect on -site sewage ..ystems to be workable and
not injurious to water strata used for potable water wells or springs.
14. That a program for developm%ni ;f a public water system, adequate
for domestic water use and prov{ ding for service connections to
each lot, be approved by County and State Health authorities
prior to filing a final plat.
The plat dedication will contain a statement to the effect that the
subdivider will provide for the installation of a public water
system as approved by County and State Health authorities
prior to saie of lots.

B. REASONS:
1. The advertised plat is located on the edge of a residential
neighborhood as delineated in the Comprehensive Plan (!962). The
Comprehensive Plan also indicates that the area is near the edge
of the industrial corridor adjacent to the Spokane Intematinnal
Railway tracks.
2. The Commission is of the opinion that the mobile home subdivision
would provide an appropriate buffer between the developing
industrial cofridor to the southwest and the residential neighbor-
hood to the north. The Commission notes that a similar mobile
home plat to the west was approved in 1969. The Commission also
notes that a trailer court has been established approximately 400'
south of the proposal and apartments authorized approximately
400 feet east of the request.
3. The Commission notes with favor that the mobile home development
would maintain a suburban density (i.e. , approximately three
dwelling units per aore) compared to more dense multiple family
projects along Pines Road (approximately 18 to 21 dwelling
units per acre).
