PRELIMINARY SUBDIVISION AND ZONE CLASSIFICATIGN UPGRADING
PE- 927 -73 - _REPLA TRACTS GIZ THROUGH TEN OF PINECROFT: WOLFF
ZE- 129 -73 - AGRICULTURAL TO TViO- FAMILY RESIDENTIAL
Planning Commission Recommendation: Approve, subject to the following
conditions: (Vote was unanimous)
A. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of
record and /or attached sheets as noted and that the following infor-
mation be submitted prior to submittal of the final drawing, and
prior to any site or road grading.
a. A grading plan which demonstrates to the satisfaction of the
appropriate reviewing authorities that:
i) The proposed roads don't exceed the county grade
requirements.
10 The lots are accessabla from the proposed roads.
iii) Lots 2 and 3 fronting on Pines road provide for one "U "
driveway serving both lots, to minimize and control
ingress and egress, said 'U- drive" should accomplish
the following: (a) sufficient width to allow 2 -way traffic;
(b) avoid excessive grades, and (c) adequate site
distance at points of ingress and egress. The grading plan
should also demonstrate that there remains adequate
buildable area while adhering to appropriate zoning
setback requirement on said Lots 2 and 3.
IV) The fill conditions proposed do not interfere with the
successful use of septic tank drainfield requirements,
as per Health Department recommendations.
Failure to demonstrate acceptable solutions to the problems described
in A -iii above will necessitate abandonment of this proposed plat
design and filing in accordance with Plan "B" of record dated
9- 14 -73. laid plan "B" will comply with items A -i, A -ii, and A -iv
above, as well as the following conditions below.
2. That a statement be placed in the dedication to the effect that no
more than one duplex structure be placed on an; one lot, nor shall
any lot be further subdivided for the purposes of creating additional
lots or building sites without filing a replat.

4. That appropriate street names be indicated.
S. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies, written approval of the easements by
the utility company must be received rpior to the submittal of the
final plat.
6. That a plan for water facilities adequate for fire protection be
approved by the water supplier and the fire protection district.
The water supplier will certify that appropriate contractual arrange-
ments have been made with the plat sponsor for construction of the
water system prior to filing of the final plat.
7. That a certificate of title be furnished the Planning Commission
Prior to the filing of the final plat.
0. That the preliminary plat be given conditional approval to October 1,
1974.
9. That streets be improved to standards established by Spokane County,
or a bond to cover the cost of such improvements be furnished the
County Engineer in the amount as determined by the County Engineer.
Said bond shall cover the cost of site grading, as per condition
in 1 -a above.
10. That profiles of streets, proposed grades, and drainage plan of the
plat be submitted and approved by the County Engineer and by the
Planning staff before the final plat is drawn. The County Engineer
may require that design of drainage improvements for the entire plat
be made by a registered civil engineer.
11 . Conditional approval of the plat is given subject to dedication of the
right of way to the public and approval of the road system in the
plat by the County Engineer.
12. That the plat be renamed before the final plat is filed; such name to
be approved by the County Assessor and by the Planning staff.
13. That percolation and /or soil classification tests be submitted as
required by the County Health Officer. subdivider is not authorized
to have the final plat drawn until the County Health Officer certifies
in writing that lot sizes, soil porosity, and topography are such as
to reasonably expect on -site sewage systems to be workable and not
injurious to water strata used for po:abla water wells or springs.

1'.. That a program for development of a public water system, adequate
for domestic water use --nd providing for service connections to
each lot, be approved by County and State Health authorities prior
to filing a final plat.
The plat dedication will contain a statement to the effect that the
subdivider will provide for the installation of a public water system
as approved by County and State Health authorities prior to sale of
lots.
ZONING RECOMMENDATION
Planning Commission Recommendation: Approve Replat of Tracts One thru
Ten of Pine croft as indicated on the preliminary plat of record to the Two Family
Residential (R -2) Zone upon filing of the final plat
B . RV.60NS:
i. The lots in the Replat of Tracts 1 -10 of Pinecroft have been designed
to accommodate Angla family residences and duplexes; i.e., all
of the lots would have at least 90 feet of frontage and 11,000 square
feet of lot area.
2. The site is situated between an ;,gricultural Suburban area to the north
(Mirabeau Ranch Addition) and approved Multiple Family Suburban
areas to the South. The Commission is of the opinion that the
duplexes will provide an appropriate buffar between the single
family neighborhood to the North and the multiple family projects
along Marietta :.venue.
3. The Two - Family I2esidantial Zono prohibits animal keeping other than'
household pets,and mobile home.
