Planning Commission Recommendation: Approve, subject to the following_
conditions (Vote was unanimous.)
A. CONDITIONS:
1. That the plat be designed as indicated on the revised plan as
indicated, and /or attached sheets as noted. The sponsor shall
work with the County Planning staff and the County Engineers to
accomplish the following:
a. The sponsor will attempt to acquire the rectangular shaped
portion of rl.jht of way as indicated between Blocks 2 and 3.
That portion of the plat shown as Blocks 3 and 4 shall not be
filed until this portion is obtained and dedicated.
b. The sponsor will attempt to acquire the northern half (20 feet)
of Sinto Avenue to provide for a full width 50 foot right of way
from Best Road to Evergreen Road. If this is not possible,
the sponsor shall by written agreement state that Lots 3 and 4,
Block Z. will not be sold until the northern half of Sinto Avenue
is acquired and established.
C. The west half of Best Road from Sinto Avenue to Mission
Avenue shall be curbed and paved to ounty specifications.
d. To determine final lot orientation for the western portion of
Block 1 prior to filinc of the final plat.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purposes of creating additional
lots or building sites without filing a replat.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
That appropriate provision be made that the following described
property be held in trust until the continuation of the streets be
dedicated or deeded: A 1' strip at the ends or edges of all streets
that terminate or border the plat boundary . (Ternporary cul de sacs
are required when streets terminate at the plat boundaries.

5. That appropriate street names be indicated.
6. That 'appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by
the utility company must be received prior to the submittal of the
final plat. '
7. That a plan for water facilities adequate for fire protection be
approved by the water supplier and the fire protection district.
The water supplier will certify that appropriate contractual arrange-
ments have been made with the plat sponsor for construction of
the water system prior to filing of the filial plat.
B. That a certificate of title be furnished the Planning Commission
prior to the filing of the final plat.
�. That the preliminary plat be given conditional approval to August 1,
1975.
10. That streets be improved to standards established by Spokane County,
or a bond to cover the cost of such improv�mants be furnished the
County Eagiueer in the amount as det;;rminad by the County Engineer.
11. That profiles of streets, proposed grades, and drainage plan of
the plat be submitted and approved by the County Engineer and by
the Planning staff before the final plat is drawn. The County - Engineer
may require that design of drainage improvements for the entire plat
be made by a registered civil engineer.
12. Conditional approval of the plat is liven subject to dedication of
the right of way to the public and approval of the road system in
the plat by County Engineer.
13. That a name ba indicated before the final plat is filed; such name to
be approved by the County Assessor and the Planning staff.
That a program for development of a public water system, adequate
for domestic water use and providing for service connections to
each lot, be approved by County and State Health authorities prior
to filing a final plat.
The plat dedication will contain a statement to the effect that
the subdivider will provide for the installation of a public water
system as approved by County and State Health authorities prior
to sale of lots.

NOTE: The County Health District has determined that the soil and
terrain characteristics are suitable for individual sewage disposal
systems on each lot.
B. ENVIRONMENTAL ASSESSMENT:
At the time of the hearing of this proposed subdivision, consideration will
have been given to (1) the public use and interest proposed to be served by
the establishment of the subdivision and dedication (RCIN 58.17. 110) and
(2) those elements necessary to determine the eristance or non - existence
of a major action with significant effects on the environment. The
Planning Commission, at this time, recommends to the Board of County
Commissioners that this application as presented will have no significant
effects on the environment provided that the above conditions attached to
the preliminary plat of record are met.
ZONING RECOMMENDATION
Planning Commission aecommendation: Approve 13th Addition to Veradal
Heights as indicated on the preliminary plat of record to the Single Family
Residential (R -1) classification upon filing of the final plat
C. REASONS:
1. The lots in the 13th Addition to Veradale Heights have been designed
to accommodate sin,je family residences; i.e., all of the lots would
have at least 80' of frontage and 10, 000 square feet of area.
2. The Planning Commission has been routinely upgrading similar
residential plats in the Veradala community to the Single Family
Residential Tone.
3. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobile iiom,�s, and home occupations.
The Planning Commission is of the opinion that none of the lots
within the plat are sufficiently disadvantaged to warrant duplex
zoning. The staff notes that the character of the surrounding area
has been established for single family residences.

Dear Gary,
On Friday, June 7th, I met individually with Stu Deysenroth and
yourself regarding the right -of -way problem in the 14th addition
to Veradale Heights. As you will recall, we lack the north 20feet
of right -of -way from Mr. Wayne Webber to enable us to continue
Sinto Avenue from Bolivar Road to Evergreen.
I indicated to you that I had earnest money offers from four
adjacent land owners agreeing to buy the property comprising the
2.7 acres of the 14th addition. They are not desirous of any
further right -of -way. As I understand they plan to fence off the
area. All of these purchasers live on Sharpe and wish the protec-
tion from further development behind their residences. The approved
preliminary plat for the 14th addition is not acceptable to those
purchasers in that they only desire to purchase the property con-
tinuous to their homes.
You indicated you would forward an evaluation to me on the possi-
bility of the county allowing us to proceed with limited develop-
ment of_: thR 14th addition:, with only the 30 feet of right -of -way
presently available on Sinto Avenue. When I called your office on
June 18th you indicatedthat a number of the county officials were
outof town and unavailable for an evaluation. You mentioned that
you would call me the week of June 21.
In that it is now July 8th and I have not heard from you I have
decided to proceed with closing of the four individual transactions.
