PRELIMINARY SUBDIVISION AND ZONE CLASSIFICATION UPGRADING
PE- 968 -75 - RENZ ADDITION- TUPPER REALTY, INC
ZE- 12 -75 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL (R -1
Planning Commission Recommendation: Approve, subject to the follow
ing conditions (Vote was unanimous.)
A. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of
record and /or attached sheets as noted to facilitate improved road
grades and improved access to lots from the street. Street
profiles, grades and drainage plans of the plat must be submitted
and approved by the County Engineer and the Planning Director.
Some adjustment in lot lines and locations for drainage easements
may be necessary after analysis of the final grades for streets
and driveway approaches.
Additional easements for Vera Water to service storage facilities
in the area may be reauired. The :staff will work with the sponsor
to solve these problems.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor
shall any lot be further subdivided for the purposes of creating
additional lots or building sites without filing a replat.
? . That the plat provide for right of way width for streets as indi-
cated on the preliminary plat of record.
4. That appropriate provision be made that the following described
property be held in trust until the continuation of the streets be
dedicated or deeded: A 1' strip at the ends or edges of all streets
that terminate or border the plat boundary. (Temporary cul de
sacs are reauired when streets terminate at the plat boundarids.)
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Depart-
ment and the utility companies. Vvritten approval of the ease-
ments by the utility company must be received prior to the sub-
mittal of the final plat.

7. That a plan :or water facilities adequate for fire protection be'
approved by tine water supplier and the iire protection district.
The water supplier will certify that appropriate contractual
arrangements have been made with the plat sponsor for construc-
tion of the water system prior to filing of the final plat.
S. That a certificate of title be furnished the Planning Commission
prior to the filing of the iinal plat.
9. That the preliminary plat be given :;onditional approval to
April 1, 1976.
10. That streets be improved to standards established by Spokane,
County, or a bond to cover the cost of such improvements be
furnished the C'ouuty ;`- gineer in the amount as determined by
the County Engineer. Access will be permitted only to streets that
have been constructed and established.
11. T1 fat profiles of streets, proposed grades, and drainage plan
of the plat be submitted and approved by the County Engineer
and by the Planning staif before the anal plat is drawn. The
County Lagineer may require twat design of drainage improvements
for the entire plat be made by a registered civil engineer.
12. i;onditional approval of the plat is .jiven subje,;t to dedication
of the right of way to the public and approval of the road system
in the plat by the ' ivaineer.
13. Tnat a name be indicateu before the final plat is filed; such name
to be approved by the County Assessor and the Planning staff.
1 <i. That conditional approval be .:;ven subject to provisions in the
plat for a public sewer system. Approval of the design of said
systems must be given by County and State Health authorities
and the County Utilities Department or appropriate operating
entity prior to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount
as determined by the Public Works Department.
15. That a statement be placed in the dedication to the effect that
a public sewer system will be made available for the plat and
individual service will be provided to each lot prior to sale.
16. That a program for development of a public water system, adequate
for domestic water use and providing for service connections to
each lot, be approved by .;ounty and State Healt ;i authorities
prior to filing a final plat.

The plat dedication will :ontain a statement to the eifect that
the subdivider will provide for the installation of a public water
system as approved by County aand State Health authorities
prior to sale of lots.
ENVIRONMENTAL ASSESSMENT:
At the time of the nearing of this proposed subdivision, consideration will
have been given to (1) the public use and interest proposed to be served
by the establishment of the subdivision and dedication (RC 58. 17.110)
and (2) those elements necessary to determine the existence or non-
existence of a major action with significant effects on the environment.
The Planning Commission, at this time, recommends to the Board of
County Commissioners that this application as presented will have no
significant effects on the environment provided that the above conditions
attached to the preliminary plat of record are met.
ZONING RECOMMENDATION
Planning, Commission Recommendation: Approve Renz Addition as indicated
on the preliminary plat of record to the S.nc;le family 1 (R -1) Zone
classification upon the fili of the final p lat.
ANALYSIS:
1. Tae lots in Renz Addition have been desicned to accommodate
single family residences; i.e., all of the lots would have at
least o0' of irontak e and 12, 000 square feet of lot area.

has been upgrading similar sized lot developments in the area
to the Single Family }residential classification,

In response to your communication of October 6, 1975, I can reply as
follows: When the roads in your plat of the Reuz Addition are constructed
in accordance with the approved plans dated August 13, 1975, we will
establish them as County roads. After establishment we will maintain them
by periodic flushing of gutters in the spring, removal of snow as required
during the winter, and repair of asphaltic concrete surfacing as necessary.
However, the maintenance of the curbing is the responsibility of the abutting
home owners.

THEREFORE BE IT RESOLVED By the Board of County Commissioners of Spokane County,
Washington that it is their intention to participate in the improvement of roads
in Renz Subdivision said improvement consisting of surfacing, construction of
cement concrete curb and asphalt concrete pavement. _
BE IT FURTHER RESOLVED that for the foregoing proper County Road purpose there is
hereby appropriated sums in the following detail:
