ENVIRONMENTAL ASSESSMENT: At the time of the hearing of this proposed subdivision, consideration will have been given to (1) the public use and interest proposed to be served by the establishment of the subdivision and dedication (RCW 58.17, l le) and (2) those elements necessary to determine the existence or non - existence of a major action with significant effects on the environment. The Planning Commission, at this time, recommends to the Board of County Commissioners that this application as presented will have no significant effects on the environment provided that the above conditions attached to the preliminary plat of record are met. ZONING RECOMMENDATION Planning Commission Recommendation: Approve Wellesley Manor 3rd Addi t. ANALYSIS: 1 . The lots in Wellesley Manor 3rd Addition have been designed to accommodate single family residences; i.e., all of the lots would have at least 80' of frontage and 1; ,0100 square feet of lot area. 2. The plat is situated in the Trentwood Community, Although current zoning in the vicinity allows single family residences and duplexes, the staff notes that the immediate area has developed with single family residences. '. The Single Family Residential Zone prohibits duplexes, animal keeping other than household pets, mobile homes and home occupations. 4. The Commission is of the opinion that tho plat is inappropriate for duplex development because of the character of surrounding development and the relationship of the property to the emerging neighborhood. The Commission notes that the plat adjoins a school property and is toward the interior of the residential neighborhood. Wellesley Avenue is a neighborhood collector between Sullivan and Flora Roads.
