Boatwright The following specifications shall. apply to the improvement of the roadways of the above titled plat. No variance from these specifications will be allowed without specific prior written approval of the Spokane County Read Engineer, hereinafter called "Engineer" The Subdivider sh.il be solely responsible for all costs of the roadway improvements herein specified unless otherwise specifically stated. GRADING The roadways shall be graded and shaped to the lines and dimensions of the typical section attached and to the grade lines approved by the Engineer and on file in his office. The graded roadway, subgrade, shall be constructed to an elevation below the finish grade to allow for the thickness of surfacing and future pavement courses and the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect- ed and approved by the Engineer prior to the placing of any surfacing material. CURBING Required only when specifically noted on the typical section attached. when required by the County or when required by the Subdivider as a condition of sale, curbing shall conform to these specifications: Curb shall conform to County Standards available from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether required or not, no curb shall be installed in the roadways without a written permit from the Engineer. SURFACING: The types, width of courses, and compacted thickness of surfacing material required to he placed on the roadways is shown on the typical section. The following are specifications for the various types of ^ urfacing materials: Pit Run Material. shall be natural. gravel, talus or shot rock from a source approved by the Engineer. Normally the maximum particle size shall not be greater than two - thirds of the compacted course thickness. In order to satisfy this requirement the Engineer may require that the natural occuring material be screened or run through a jaw crusher before being placed on the roadway. Ease Course Material shall be crushed rock or gravel being well graded from ly" maximum size to dust. The material shall have sand equivalent test value of not less than 40. Top Course Material shall be crushed rock or gravel being well graded from 5'8" maximum size to dust. The material shall be well fractured and shall have a sand equivalent test value of not less than 40. All surfacing materials shall be subject to the approval of the Engineer and he shall be notified of the sources of such materials within sufficient time to allow for inspection prior to the placing of the materials on the roadway. Compaction of the surfacing courses may be required if it is deemed necessary by the Engineer. DRAINAGE County Standard catch basins, culverts and other drainage facilities shall be installed at the locations shown on the approved drainage plan on file in the Engineer's Office. Gravel backfill will be required for catch basins only when specifically called for. Installation of all required drainage facilities shall be subject to the approval of the Engineer. If a piped storm drainage system is required, detailed plans, design calculations and maps of the system shall be submitted to the Engineer for approval and a written permit secured prior to the actual installation of any part of the system. PAVEMENT Required only when specifically noted on the typical section attached. Whether required or not, any pavement placed on the roadway shall conform to the requirements of the Washington State Highway Specifications for the type of pavement -z- involved, unless written modification and approval is given by the Engineer. No pavement shall be placed on the roadways without a written permit from the Engineer. ENGINEERING: All engineering required to satisfactorily complete the improvements herein required, such as staking of roadway grades, curbs, etc., shall be provided by he Subdivider at his cost. Ca4MTION: The improvements herein required shall be completed on or prior to the date specified on the Subdivision Roadway ImprovementBond, unless said date be extended by the Engineer. Extension of time for completion shall in no way nullify any of the requirements of these specifications. When the Engineer has inspected and approved the completed improvements he will give written notice to the Subdivider of such approval. Several years ago I developed Si's Subdivision. At the time p required. However, I had always the lots were sold over a period brought about by the St. Helen's an immediate necessity. ECEIVED MAR 12 1981 a sm`ai subdivision known as aving and curbing were not intended to pave and curb as of time. The dust problem eruption, however, made paving I contacted the County Engineer's Office about proceeding with the paving. The curbs were already in place. I was told that because so many of the lots were still in my name I could move through an RID rather quickly, but that the 1980 RID funds were totally committed. Harry Larned and I talked the situation over and it was agreed I would proceed with the paving and the county would participate from 1981 funds if necessary. I am still waiting for Spokane County to reimburse me the County's share, or 15% of the $9,206.00 cost of paving in question, $1, 380.90. I have been trying to collect this amount since September, 1980. All the substantiating paper work has been delivered to the Engineer's office. First the delay was waiting for inspection reports. They have since been taken care of. The next hold up was County approval and acceptance. This took until January of 81. Please consider this letter my request for $1,380.90 reimbursement. I earnestly hope this matter will be settled quickly and without litigation, but be assured I will take the matter to the courts if this cannot be settled any other way. Grading and Drainage Plan Gentlemen: On behalf of Mr. Silas Bates we are submitting for your approval, proposed Grading and Drainage Plan for the subject project. Si's Subdivision is located in the Spokane Valley at Sullivan Road and 12th Avenue. It was processed through the County in 1978 and was improved to FHA minimum standards in effect at the time but was not submitted to FHA for approval. All lots are approved for individual septic tank and drainfield systems. Water and electrical service to each lot is provided by Vera Water and Power. Within the subdivision, Newer Road is paved and curbed, 13th Avenue and Century Road are curbed with a crushed rock travel way. Outside the plat, 12th Avenue is paved and Sullivan Road is proposed to be widened, repaved, curbed and drainage swales installed by Spokane County in the summer of 1983. Drywells for storm drainage disposal are installed in the travelway of Newer Road, Century Road and 13th Avenue. Proposed drywells along Sullivan Road will be installed within the drainage Swale. The sponsor has conducted a study to explore the feasibility of upgrading the plat to meet current FHA standards including compliance with County '208' stormwater disposal guidelines. He has determined that most FHA standards could be met, but that it is not economically feasible to revise and /or reconstruct the stormwater disposal system to remove stormwater from the street onto grass Percolation areas. Therefore the sponsor proposes that the following measures be taken to achieve a high degree of compliance with '208' stormwater disposal guidelines. 1. Unpaved streets shall be paved concurrent with the construction of FHA insured housing within the subdivision. 2. Private driveways will be crowned to divert to adjacent turfed areas. 3.
