ZE- 11 -76 - AGRICULTURAL SUBURBAN TO SINGLE FAMILY RESIDENTIAL (R -1)
AND TWO FAMILY RESIDENTIAL (R -2)
Planning Commission Recommendation: Approve, subject to the following
conditions. (Vote was unanimous.)
A. CONDITIONS:
1 . That the plat be designed as indicated on the preliminary plat of record
and /or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be furthar subdivided for the purposes of creating additional lots or
building sites without filing a replat.
3. That the plat provide for right of way ea:.t;ii for streets as indicated on
the preliminary plat of record.
4. That appropriate street names be indicated.
5. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the oasements by the utility company
must be received prior to the submit,: _ c° the final plat.
6. That a plan for water facilities adogucao for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor), and firo protection district
will certify, piror to the filing of the final plat, on the face of said water
plan that the plan is in conformance with their requirements and will
adequately satisfy their respective needs. Said water plan and certifi-
cation will be drafted on a transparency suitable for reproduction.
The water supplier (purveyor) will also certify prior to the filing of the
final plat on a copy of said water plan that appropriate contractual
arrangements have been made with the plat sponsor for construction of
the water system, in accordance with the approved plan, and in accor-
dance with a time schedule. The time schedule will provide, in any
case, for completion of the water system and inspection by the appro-
priate health authorities prior to application for building permits within
the plat. The contractual arrangements will include a provision holding

Spokane County and the water so.p, lior (purveyor) harmless from claims
by any lot purchaser refused a 'eui: ding permit due to the failure of the
plat sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and water supplier (purveyor) will be installed
within this plat, and the subdivider will provide for individual service
to each lot prior to sale of each lot.
NOTE: The Spokane County Health District has determined that the soil
conditions in the plat are suitable for on -site sewage disposal
systems on each lot.
It is recognized by the Spokane County Health District that the oxisting
sewage systems for the two duplex lots adjacent to Alki Avenue are
located on the segregation as shown on the south side of Alki Avenue.
Prior to signing the final plat, the County Health District must be
assured in writing by the owner of said segregation that its future use
shall be to continue to serve as the sewage system site for the two
existing duplexes until such time as they are not needed, i.e., instal-
lation of a public sewer system. The above- required assurance must be
reviewed and approved by the County F.oeccutor.
7. That a certificate of title be furnished the Planning Commission prior to
the filing of the final plat.
8. That the preliminary plat be given conditional approval to March 1, 1977.
9. That streets be improved to standards established by Spokane County or
a bond to cover the cost of such i:::r --.; cments be furnished the County
Engineer. The bond may also cover ta:: cost of "as built" plans, engi-
neering costs, and placing of final cunter line monuments.
10. That profiles of streets, cross sections, proposed grades, and drainage
plan of the plat be submitted and approved by the County Engineer and
by the Planning Director before the final plat is drawn. Prior to accept-
ance of the improvements or release of bonds, a certificate by a regis-
tered civil engineer or licensed land surveyor will be required indicating
that all improvements have been installed to the lines and grades shown
on the approved construction plans.
11. Conditional approval of the plat is given subject to the dedication of the
right of way to the public and approval of the road system in the plat by
the County Engineer.

approved by the County Assessor and the Planning staff.
B. ENVIRONMENTAL ASSESSMENT:
The proposed preliminary plat is located within the urbanized portion of the
Spokane Valley. The plat, if approved, would not have any greater effect
upon the topography, geology, biological and botanical characteristics,
atmospheric and aquatic conditions and other natural development than
similar residential uses already established in the area. The staff concludes
that an environmental impact statement is not required in conjunction with
the approval of the preliminary plat request if the above conditions are
complied with.
C. ZONING RECOMMENDATION:
Staff Recommendation: Approve Lots 1 and 3, Block 1, as i
Williams Addition to the- _ -1 ) Zone upon fill
o f the final plat.
REASONS
1. The lots in Williams & Williams Addition have been designed to accommo-
date single - family residences, i.e., all of the lots would have at least
80' of frontage and 10, 400 square feet of area. Two lots within the plat
oriented toward Alki Avenue have boon developed with duplexes and have
been recommended for Two Family Residential zoning.
2. The plat is situated in the Opportunit - o. The Commission has
been upgrading similar sized lot davc..op: --nts in the area to the Single
Family Residential (R -1) classification.
3. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.

PLAT ROADWAY IMPROVEMENT
SPECIFICATIONS
Plat Name: Alki East Addition No. 19
Subdivider: Jerry Williams
Surveyor: Simpso Engineers, Inc.
The following specifications shall apply to'the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County glad Engineer, hereinafter called "Engineer ".
The Subdivider shial be solely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Cur4 shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer.'
SURFACING The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of surfacing materials:
Pit Run Material, shall be natural, gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from maximum size to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
5"8 maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill drill be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT Required only when specifically noted on the typical section attached. Whether
required or not, anv pavement placed on the roadwav shall conform to the requirements of
the Washington State Highway Specifications for the type of pavement

involved, unless written modification and approval is given by the Engineer. No
pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by he Subdivider at his cost.
CC3OUTION The improvements herein required shall be completed -on or prior to the
date specified on the Subdivision Roadway ImprovementHond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the requirements of these specifications. When the Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such written notice will release the Subdivider of the
requirements of these specifications.
