BACKGROUND: The proposed plat is a repi13t of Fait Subdivision which was filed in 1908. The lots were originally platted into 62 lots of approximately 40,000 square feet a piece. C. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSME NT: The proposed plat is located in the urbanizing area of the Spokane Valley lying approximately 700 feet south ofTrent.Road with Bowdish Road adjacent to the east side of the plat. The proposal consists of 37 lots on 11.8 acres of property, each lot having approximately 12, 000 square feet of area. The site is primarily flat which gently slopes up to Bowdish Road on the east end of the property. The property is currently being used for animal keeping with some evidence of grass as the only existing vegetation. The natural state of the property should pose no picblems in road construction, drainage control, location of building sites, or getting access to the building sites. The road system has been designed to connect existing County roads, and proper attention has been given to assure access to adjacent ownerships. Special attention was given to determining the frontage direction of the lots on the east end of the plat. The staff concluded that since the lots on the east side of Bowdish Road had side yard screening and were also partially screened by grade separation that fronting the six lots onto Bowdish Road would not have a negative effect on the privacy of the lot owners across Bowdish Road. The staff is of the opinion that if the preliminary plat were approved and developed to the above - stated conditions, the proposed plat would not have any greater effect upon the topography, geology, biological and botanical characteristics, atmospheric and aquatic conditions and other natural develop- ment than similar residential uses established in the area. Therefore, the staff concludes that an environmental impact statement is not required in conjunction with approval of the proposed plat. D. ZONING RECOMMENDATION: Planning Commission Recommendation: Aoorove Fairacres Reolat No. 1 as indicated on the preliminary plat of record to the Single Family Residential Zone (R -1) classification noon filing of the final plat. -7- ( Cont'd) PE- 996 -76 - FAIRACRES REPLAT NO. 1 (Cont'd) ANALYSIS 1. The lots in Fairacres Rep lat No. 1 have been designed to accommodate single family residences, i.e., all of the lots would have at least 80 feet of frontage and 10, 000 square feet of area. 2. The plat is situated within the Spokane Valley. The Commission has been upgrading similar sized lot developments in the area to the Single Family Residential (R -1) classification. 3. The Single Family Residential Zone prohibits duplexes, animal keeping other than household pets, mobile homes, and home occupations. E. GENERAL DATA: 1.
