This being the day set for the hearing on Spokane County Engineer's Report on
the proposed establishment of STREETS IN MYRON ESTATES NO. 7
establishment proceedings for which were initiated by
Preliminary Resolution No. 77 - 1454 , and it appearing to -the Board on proof
duly made that Notice of Hearing was published and posted in the manner and for the
time required by law, and the Board after examining the report and maps of the Spokane
County Engineer and all claims and papers on file and after hearing all other evidence
adduced at the hearing; and
IT FURTHER APPEARING That the rights of way have been dedicated as public
roads, 50 and 60 feet wide and that said ro are a public necessity and the
same should be opened and established as _ County ma's.
THEREFORE, BE IT RESOLVED By the Board of County Commissioners of Spokane County,
Washington, that the hereinafter described roads as reported by the Spokane County
Engineer on the 4th day of September , 1979, being more particularly

The following specifications shall apply to' the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County P - ad Engineer, hereinafter called "Engineer ".
The Subdivider sha:l1 be solely responsible for all costs of the roadway improvements
herein specified unless otherwise specifically stated.
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING: Required only when specifically noted on the typical section attached. When
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curb. shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer.
SURFACING: The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of surfacing materials:
Pit Run Material shall be natural gravel, talus or shot rock from a
source approved by the Engineer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material shall be crushed rock or gravel being well graded
from l4" maximum size to dust. The material shall have sand equivalent
test value of not less than 40.
Top Course Material shall be crushed rock or gravel being well graded from
5'8" maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, any pavement placed on the roadway shall conform to the requirements of
the Washington State Highway Specifications for the type of pavement

involved, unless written modification and approval is given by the Engineer. No
'pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING: All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by he Subdivider at his cost.
COMPLETION: The improvements herein required shall be completed on or prior to the
date specified on the Subdivision Roadway ImprovementBond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the requirements of these specifications. When the Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such written notice will release the Subdivider of the
requirements of these specifications.

Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the

A. CONDITIONS:
1. Prior to filing the final plat, the sponsor or his engineer shall
work with the Planning Commission staff to rearrange lot lines
within the central block (Block 2) of the preliminary plat of record
to meet cut de sac standards of 80' of lot width at the minimum
setback lines; and to consider the revision of lot width of Lots
1 -13 of the same block. The purpose is to improve lot width of
Lots 2 -6, 12 and 13, and the possible shifting of the southerly
intersection on Sands Road to the north to better accommodate
future use of Sands Road at the railroad crossing. (In no case
shall such revisions stated above result in an increase in number
of the lots shown on the preliminary plat of record.) The remainder
of the plat shall be designed as indicated on the preliminary plat
of record.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor
shall any lot be further subdivided for the purposes of creating
additional lots or building sites without filing a replat.
3. That the plat provide for right of way width for streets as indicated

arrangements have been made with the plat sponsor for construction of
the water system, in accordance with the approved plan, and in
accordance with a time schedule. The time schedule will provide, in
any case, for completion of the water system and inspection by the
appropriate health authorities prior to application for building permits
within the plat. The contractual arrangements will include a provision
holding Spokane County and the water supplier (purveyor) harmless from
claims by any lot purchaser refused a building permit due to the failure
of the plat sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and water supplier (purveyor) will be installed
within this plat, and the subdivider will provide for individual service
to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planning Commission prior to
filing of the final plat.
8. That the preliminary plat be given conditional approval to May 1, 1977.
9. That streets be improved to standards established by Spokane County or
a bond to cover the cost of such improvements be furnished the County
Engineer. The bond may also cover the cost of 'as built" plans,
engineering costs, and placing of final centerline monuments. In
addition, the plat's developer shall open and improve Sands Road from
the northerly line of the railroad right of way to the northerly plat
boundary.

13. The Spokane County Health District has determined that the soil condi-
tions in the plat are suitable for on -site sewage disposal systems on
each lot , provided that fill, of an amount and type satisfactory to local
health officials must be placed upon Lots 4, 5, and 6, Block 2 of the
preliminary plat of record, prior to filing of the final plat. And, the
final plat shall contain a statement to the effect that no building permits
can be issued to the above- referenced lots for a period of one year from
the date of filling and acceptance of the fill by County Health officials.
B. BACKGROUND:
The proposed plat adjoins the existing Myron Estates plats to the west and
is bounded by Central Valley's Junior High site on the north and east and the
Union Pacific Railroad branch line on the south.
C. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
The proposed plat consists of 36 single - family lots upon 14 acres of tree -
covered ground which slopes to the east with a change in local relief of
55 feet.
Preparation of the site for single - family lots does not require any alterations
and improvements beyond those normally associated with single family plat
development. Furthermore, the land use is consistent with adjoining land
uses and its demand for public services are adequately met by existing
public services for this immediate area.
Therefore, the staff is of the opinion that if the preliminary plat is approved
and developed to the above- stated conditions, the proposed plat will not
have any significant or greater impact on natural and physical (cultural)
conditions than similar residential uses established in the area. The staff
concludes that an environmental impact statement is not required in conjunc-
tion with the approval of this preliminary plat.
D. ZONING RECOMMENDATION:
