We recommend approval of the plat of WOOLF ADDITION PE- 1060 -76
subject to the following conditions:
that conditional approval of the plat is given subject to dedication of Right of
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction .
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under the direct supervision of a licensed land surveyor, who shall be responsible
for perpetuating all evidence of the location of survey monuments which may be
disturbed during construction and who shall furnish the County Engineer with "As
Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shall be filed with the County Engineer.'

SPECIFICATIONS

The following specifications shall apply to the improvement of the roadways of the above
titled plat. No variance from these specifications will be allowed without specific
prior written approval of the Spokane County E-'ad Engineer, hereinafter called "Engineer ".
The Subdivider shell be solely responsible for all costs of the roadway improvements'
herein specified unless otherwise specifically stated.
GRADING: The roadways shall be graded and shaped to the lines and dimensions of the
typical section attached and to the grade lines approved by the Engineer and on file in
his office. The graded roadway, subgrade, shall be constructed to an elevation below
the finish grade to allow for the thickness of surfacing and future pavement courses and
the subgrade shall be crowned as shown by the typical section. Compaction of the subgrade
may be required if it is deemed necessary by the Engineer. The subgrade shall be inspect-
ed and approved by the Engineer prior to the placing of any surfacing material.
CURBING: Required only when specifically noted on the typical section attached. 'ilhen
required by the County or when required by the Subdivider as a condition of sale, curbing
shall conform to these specifications: Curti shall conform to County Standards available
from the Engineer's Office. Curb grades shall be those approved by the Engineer. Whether
required or not, no curb shall be installed in the roadways without a written permit from
the Engineer.
SURFACING: The types, width of courses, and compacted thickness of surfacing material
required to he placed on the roadways is shown on the typical section. The following are
specifications for the various types of surfacing materials:
Pit Run Material shall ba natural gravel, talus or shot rock from a
source approved by the Engincer. Normally the maximum particle size
shall not be greater than two - thirds of the compacted course thickness.
In order to satisfy this requirement the Engineer may require that the
natural occuring material be screened or run through a jaw crusher
before being placed on the roadway.
Base Course Material. shall be crushed rock or gravel being well graded
from 15" maximum nice to dust. The material shall have sand equivalent
test value of not less than 40.
To Course Material shall be crushed rock or gravel being well graded from
5'8" maximum size to dust. The material shall be well fractured and shall
have a sand equivalent test value of not less than 40.
All surfacing materials shall be subject to the approval of the Engineer and he shall be
notified of the sources of such materials within sufficient time to allow for inspection
prior to the placing of the materials on the roadway. Compaction of the surfacing courses
may be required if it is deemed necessary by the Engineer.
DRAINAGE: County Standard catch basins, culverts and other drainage facilities shall be
installed at the locations shown on the approved drainage plan on file in the Engineer's
Office. Gravel backfill will be required for catch basins only when specifically called
for. Installation of all required drainage facilities shall be subject to the approval
of the Engineer. If a piped storm drainage system is required, detailed plans, design
calculations and maps of the system shall be submitted to the Engineer for approval and
a written permit secured prior to the actual installation of any part of the system.
PAVEMENT: Required only when specifically noted on the typical section attached. Whether
required or not, anv pavement placed on the roadway shall conform to the requirements of
the t •!ashington State Highway Specifications for the type of pavement

involved, unless written modification and approval is given by the Engineer. No
pavement shall be placed on the roadways without a written permit from the Engineer.
ENGINEERING: All engineering required to satisfactorily complete the improvements
herein required, such as staking of roadway grades, curbs, etc., shall be provided
by ,he Subdivider at his cost.
COMPLETION: The improvements herein required shall be completed on or prior to the
date specified on the Subdivision Roadway Improvementnond, unless said date be
extended by the Engineer. Extension of time for completion shall in no way nullify
any of the' requirements of these specifications. When the Engineer has inspected
and approved the completed improvements he will give written notice to the Subdivider
of such approval. Only such written notice will release the Subdivider of the
requirements of these specifications.

Planning_ Commission Recommendation: Approve fot'the following reasons and
subiect to the following conditions: (Vote was unanimous.)
A. REASONS:
1. This proposed plat is within the Metropolitan Area and has a suburban
density (10,000 sq. ft. to 14,000 sq. ft. lots) similar to tie existing
plats surrounding it. These existing plats are Valley View Heights,
Leman Airpark Addition, Early Dawn Addition, Valley Heigl, is Addition,
Swanson Subdivision and Opportunity Terrace.
2. This proposed plat is a "fill -in" plat among the above listed existing
plats.
3. Adequate dedicated roads, water service, fire protection and power
will be available for this proposed plat.
4. This proposed use would be appropriate improvement since it exists as
a vacant lot with weeds.
B. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of record
and /or attached sheets as noted and that the stub road between Mamer
and Davis Roads not be dedicated and proportion the 25 feet width among

will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said 'water plan and certi-
fication will be drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system,
in accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for completion
of the water system and inspection by the appropriate health authorites
prior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete
the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorites and the
local fire district and purveyor will be installed within this plat, and
the subdivider will provide for individual domestic water service as well
as fire protection to each lot prior to sale of each lot.
NOTE: The Spokane County Health District has determined that the soil
conditions in the plat are suitable for on -site sewage disposal
systems on each lot.
8. That a certificate of title be fumished the Planning Department prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to January 10,
1978.
10. That streets be improved to standards established by Spokane County
or a bond to cover the cost of such improvements be furnished the County
Engineer. The bond may also cover the cost of "as built" plans, engi-
neering costs, and placing of final center line monuments.

tered civil engineer or licensed land surveyor will be required indicating
that all improvements have been installed to the lines and grades shown
on the approved construction plans .
12. Conditional approval of the plat is given subject to the dedication of the
right of way to the public and approval of the road system in the plat by
the County Engineer:

local fire district and purveyor will be installed within this plat, and
the subdivider will provide for individual domestic water service as well
as fire protection to each lot prior to sale of each lot.
NOTE: The Spokane County Health District has determined that the soil
conditions in the plat are suitable for on -site sewage disposal
systems on each lot.
8. Thr." a certificate of title be furnished the Planning Department prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to January 10,
1978.
10. That streets be improved to standards established by Spokane County
or a bond to cover the cost of such improvements be 'furnished the County

that all improvements have been installed to the lines and grades shown
on the approved construction plans.
12. Conditional approval of the plat is given subject to the dedication of
the right of way to the public and approval of the road system in the
plat by the'County Engineer.
13. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
C. ZONING RECOMMENDATION:
Planning Commission Recommendation: Approve Woolf Addition as indicated on the,
preliminary plat of record to the Single Family Residential (R -1) Zone classification,
upon the filinc of the final plat.
REASONS:
1. The nine (9) lots in the proposed plat have been designed to accommodate
single family dwellings with a proposed density of 2.47 lots per acres.
2. The Planning Commission has been routinely upgrading similar residential
plat proposals in the same area to the Single Family Residential (R -1)
Zone.

3. The Single Family Residential Zone prohibits duplexes, animal keeping
