Planning Commission Recommendation: Approve for the followino reasons and subiect
to the standard conditions and /or amended conditions as listed below:
(Vote was unanimous.)
1. Tits proposed plat is within the Metropolitan Area.
2. This proposed plat is within the neighborhood called "Chester" which
is continuing to "fill in" with residential homes and is a continuation of
similar suburban development in the area; i.e., Castle Addition, Aloha
Addition, Aloha First and Aloha Second Additions, Joey Marie Addition,
and Joey Marie First Addition.
3. This proposed plat will have ample dedicated roads, power, water
and fire protection since this facilities exist in the area.
4. There is a minimal agricultural value for this land which is S x B type
soil rated as USDA Class IV soil by Soil Conservation Service.
5. That a reduction to six lots would make the plat more acceptable to the
area.
Specific conditions applicable to this plat are referenced below and found in
the attached supplement entitled "Standard Conditions for Approval of Prelimi-
nary Plats - January, 1977" .

C. ZONING RECOMMENDATION:
Planning Commission Recommendation: Approve Atkin's Addition as indicated
on the preliminary plat of record to the Single Family (R -1) Zone classifi-
cation upon the filino of the final plat.
REASONS:
1. The six (5) lots in the Atkin's Addition have been designed to accommo-
date single family residences with a proposed density of 3.1 lots per
gross acre.
2. The Planning Commission has upgraded similar residential plats immed-
iately adjacent to the Single Family Residential Zone; i.e., Joe Marie
First Addition and Joey Marie Addition.
3. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.

subject to the following conditions:
that conditional approval of the plat is given subject to dedication of Right of
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat;
that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under the direct supervision of a licensed land surveyor, who shall be responsible
for perpetuating all evidence of the location of survey monuments which may be
disturbed during construction and who shall furnish the County Engineer with "As
Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be performed within the Public Right of Way until a permit,
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shall be filed with the County Engineer.

in Spokane County, Washington, being more particularly described as follows:
BEGINNING at the southwesterly corner of Block 1, JOEY MARIE ADDITION, as shown and so delineated on that
certain map recorded in Volume 9 of Plats, Page 20, in Spokane County, Washington, thence from said point of
beginning South 89 °31'00" East along the southerly line of said Block 1 600.00 feet to a point on the westerly
right -of -way line of Bowdish Road, said point being situated westerly of . the center-line of said Bowdish Road
20.00 feet measured at right angles to said center line; thence South 0 °04'30" West along said right -of -way
line 121.03 feet; thence North 89 °31' West 10.00 feet; thence southwesterly along the arc of a curve the
