Planning Commission Recommendation: Approve preliminary plat for the following
reasons and subiect to the following conditions: (On motion for approval,
four voted aye and one no. Motion was approved.)
A. REASONS:
1. The proposed plat is located within the Spokane Metropolitan Area.
2. The proposed plat is located within an area designated as suitable for
residential development by the applicable sections of the adopted Park
& Recreation element of the Comprehensive Plan and its accompanying
text (the Adams . neighborhood) .
3. The site in question has poor (Class IV) cropland potential.
4. EsE:c :tial public facilities and utilities are available in the area.
5. Th•p :oposed plat is a logical extension of existing development in the
. area.

C. ZONING RECOMMENDATION:
Planning Commission Recommendation: Approve Cherry Blossom Addition as
indicated on the preliminary plat of record to the Sinole Family Residen-
tial (R -1) Zone classification upon the Mina of the final plat.
REASONS:
1. The thirteen (13) lots in Cherry Blossom Addition have been designed to
accommodate single family dwellings with a proposed density of 2.6
units /acre. Average lots will have 90 feet of frontage and 15,000 square
feet of area.
2. The Planning Commission has approved similar sized lot developments in
the Vera Tracts area to the Single Family Residential Zone classification;
i.e., Craig Subdivision, Sullivan Way, and Si's Subdivision.
3. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.

that conditional approval of the plat is given subject to dedication of Right of
:lay to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and •
the filing of a final plat;
that drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under the direct supervision of a licensed land surveyor, who shall be responsible
for perpetuating all evidence of the location of survey monuments which may be
disturbed during construction and who shall furnish the County Engineer with "As
.Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced; -
no construction work is to be performed within the Public Right of Way until a permit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer;
all construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shall be filed with the County Engineer. -

to the approved grades and typical section the roadways of said plat and the installation
of drainage structures and such other work as is incidental and necessary thereto all in
accordance with those Plat Roadway Improvement Specifications dated 14 April 19 77
and to the satisfaction of the County Road Engineer: such improvements to be completed not
later than one Year from Date ,19 unless said date be extended at the option
of the County Road Engineer.
Upon failure of the PRINCIPAL to comply with the requirements stated herein within the
time authorized, the OBLIGEE shall look to the SURETY for satisfaction to the extent of
this BOND.
The obligation of this BOND shall be kept in full force and effect until, in the
opinion of the OBLIGEE, the requirements herein stated have been satisfied in which event
written release will be given by the OBLIGEE, the OBLIGEE having sole right to grant such
release and the SURETY hereby waives all rights to release from the obligation except
