were initiated by PRELIMINARY RESOLUTION NO. 85- , and it appearing to the Board
on proof duly made that Notice of Hearing was published and posted in the manner and
for the time required by law, and the Board after examining all claims and all maps
and papers on file and after hearing all other evidence adduced at the hearing and it

ZE- 59 -77 - AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL AND /OR TWO
FAMILY RESIDENTIAL
Planning Commission Decision: Approve. sublect to the findings and conditions
as listed below: (Vote was unanimous.)
A. FINDINGS:
1. The proposed subdivision is located within the Spokane Metropolitan
Area. Specifically, the proposal is located in the Spokane Valley and
north of Mission Avenue and east of University Road.
2. Mission Ridge Addition is situated within an area designated as suitable
for residential development by the approved map of the Park and Recrea-
tion Element of the Spokane County Comprehensive Plan and its accomp-
anying text. The Comprehensive Plan for the Spokane Metropolitan Area,
as approved by the Spokane Regional Planning Conference, also desig-
nates the area as a residential neighborhood. Boundaries of said neigh-
borhood are University to the west, Sprague to the south, Pines to the
east, and Interstate 90 to the north.
3. The applicant requests preliminary approval for the subdivision of appro-
ximately 2.5 acres into six (6) lots for duplexes; thereby creating a gross
density of about five (5) units per acres.
4. The lots in the proposed subdivision have been designed to accommodate
either single family dwellings or duplexes with a typical lot size of
11,500 square feet and a typical lot frontage of 100 feet.
5. The proposed subdivision appears to be a compatible extension of exist-
ing development in the area. Development to the south of the proposal i
includes Fauser's Addition, Fields Addition, Maxwell Subdivision and
Marion Addition.; while development to the west includes Jenney's sub-
division and Valley Vista Subdivision. Located to the east of the pro-
posal is the Spokane County Valley Mission Park.
6. The site in question is currently vacant and the USDA has classified
its cropland potential as fair.
7. Public facilities and utilities are available within the area to serve the
proposed subdivision to the following extent:
A. Water and Power: Modern Electric Water Company states that
"upon completion of satisfactory arrangement with the
Modern Electric Water Company, the utility is capable
of providing water for domestic use and fire protection,
and electricity for residential consumption."

B. Sewage Disposal: The site in , cuestion is located over the aquifer that
serves both the City of Spokane and Spokane Valley. The Spo-
:areCbunty Health District has approved the proposed subdiv-
sion for on site sewage disposal. The District states "the
topography and soils in the plat are suitable for installation of
individual on -site sewage disposal systems. Such systems
will have negligible immediate impact on the environment in
the area but continued urbanization in the area at this density
historically pollutes groundwater under the development at
some time in the future."
C. Schools: The proposed subdivision lies within the bounderies of the
East Valley School District. The District's facilities are cur-
rently at capacity levels and any increase in student enroll-
ment will have to be absorbed by present facilities until their
current building program is completed in two or three years.
D. Parks: The Spokane County Valley Mission Park is located to the
east of the proposed. The County Parks department has no
present plans for future site acquidtion or major improvements
in the area.
E. Police Protection: The Spokane County Sheriff's Department has been
contacted and no comment has been received regarding this
proposal.
F. • Fire Protection: Spokane County Fire Protection District 4'1 has been
contacted and the District states hydrants need to be installed
to provide for adequate fire protection.
G. Roads: Adequate county roads appear to be available at the site to
handle the increased traffic if the proposal is approved. The
Spokane Regional Planning Conference's adopted transportation
plan has designated both University Road and Mission Avenue
as principal arterials.
?. The staff of the Planning Department has reviewed the environmental check-
list as submitted by the applicant, and the staff recommends that a declar-
ation of non- sianificence be issued.
If the Planning Commission feels approval of this proposal would be appropriate,
the department staff recommends the fol owing conditions:
1. That the plat be designed as indicated on the revised preliminary plat of
record and /or attached sheets as rioted.
2. That a statement be placed in the dedication to the effect that no more than
one dwelling structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.
That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or deeded:
A 1' strip at the ends or edges of all streets that terminate or border the
plat boundary. (Temporary cul de sacs are required when streets terminate
at the plat boundaries.)
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the easements by the utility company must
be received prior to the submittal of the final plat.
7. That a plan for water facilities adequate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made
with the plat sponsor for construction of the water system, in accordance
with the approved plan, and in accordance w.th a time schedule. The time
schedule will provide, in any case, for completion of the water system and
inspection by the appropriate health authorities prior to application for
building permits within the plat. The contrctu1 arrangements will include
a provision holding Spokane County and the purveyor harmless from claims
by any lot purchaser refused a building permit due to the failure of the plat
sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved. by County and State Health authorities and the
local fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as
fire protection to each lot prior to sale of each lot.
8. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
9. That the preliminary plat be given conditional approval to May 1, 1978.

10. That a declaration of Non - Significance be issued, in accordance with Section
11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to
approval of this recommendation by the Board of County Commissioners, or
that any approving action of the Board be conditioned upon issuance of Final
Declaration of Non - Significance in accordance with SCEO 11.15.340.
11. That a name be indicated before the final plat is filed; such name to be approv -
ed by the County Assessor and the Planning staff.
12. The Spokane County Health District has determined that the soil conditions in
the plat are suitable for on -site sewage disposal systems on each lot.
13. No more than two dwelling units per lot shall be permitted; an on -site manage-
ment system shall be approved by the Health District.
14. That conditional approval of the plat is given subject to dedication of right
of way to the public and approval of the road system in the plat by the County
Engineer.
15. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
16. That drainage plans and design calculations showing the grades and align-
ment of drainage facilities be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
17. Construction within the proposed public streets and easements shall be per-
formed under the direct supervision of a licensed land surveyor, who shall be
responsible for perpetuating all evidence of the location of survey monuments
which may be disturbed during construction and who shall furnish the County
Engineer with "As Built" plans and a certificate in writing that all improve-
ments were installed to the lines and grades shown on the approved construc-
tion plans and that all disturbed monuments have been replaced.
18. No construction work is to be performed with the public right of way until a
permit has been issued by the County Engineer. All work is subject to inspec-
tion and approval by the County Engineer.
19. All construction with in the public right of way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County Engineer
to cover the cost of construction of improvements, construction certification,
"As Built" plans, and monumenting the street centerlines shall be filed
with the County Engineer.
20. Upon the filing of the final plat, upgrad Mission Ridge Addition to the Two
Family (R -2) Residential Zone classification.

will adhere to the general provisions applicable to permits contained on the reverse side of this form. The undersigned guarantees that if
the backfill, street surfacing or improvement fails within one year from the date of final inspection by Spokane County, he shall pay the
cost of the County for making repairs or restoration of the roadway and improvements. In consideration of the granting of this permit
it is agreed by the applicant that the County of Spokane and any officer or employee thereof shall be saved harmless by the applicant
from any liability of responsibility for any accident, loss or damage to persons or property, happening or occurring as the proximate result
