Description of Work
This Supplemental Agreement No. 1 modifies the original project Scope of Work to include preparation of a
preliminary funding estimate for the City to acquire additional right -of -way and extends the time for completion to
December 31, 2010.
The Local Agency of City of Spokane Valley, Washington
desires to supplement the agreement entered into with CH2M HILL, Inc.
and executed on 7/10/2009 and identified as Agreement No. LA -6901
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for
completion of the work to read: The completion date is changed to December IL 2010
Section V, PAYMENT, shall be amended as follows:

This Supplemental Agreement No. 1 modifies CH2M HILL's scope of work for the Park
Road Reconstruction - Broadway Avenue to Indiana Avenue project.
Services delineated herein will be performed, in part, by CH2M HILL's designated right -of-
way subconsultant, Skillings- Connolly, Inc.
CH2M HILL will prepare a preliminary estimate of funding necessary for the City of
Spokane Valley to purchase additional right -of -way along the Park Road project corridor to
facilitate a 78 -foot wide improvement zone. It is assumed that the City would need to
purchase portions of 45 separate parcels.
CH2M HILL will perform a field reconnaissance of the project area to identify acquisition
impacts. Comparable sales data will be gathered and evaluated. An acquisition cost
estimate will be prepared for each of the 45 parcels. The estimates will be based on recent
comparable sales data and will include estimated damage costs and an assessment of
improvement value impacts.
In addition, CH2M HILL will provide a budget estimate for final right -of -way acquisition
services for the project. It is anticipated that final right -of -way acquisition services will
include the following services:
• Prepare and send introduction letters to parcel owners affected by the project.
• Prepare acquisition appraisals.
• Prepare appraisal reviews.
• Prepare and send offer letters to impacted parcel owners.
• Negotiate settlements with impacted parcel owners.
• Prepare and provide documents to the City for acquisitions.
• Follow through on transfer of property to the City, including closings and /or payments,
title clearing, and recording.
• Obtain temporary construction and access permits for all parcels within project limits.
• Provide close -out files meeting WSDOT standards for right -of -way certification.
Final right -of -way acquisition services are not provided by this supplemental agreement
but are anticipated to be authorized by a future supplemental agreement.

contains confidential cost and rate data and is withheld from public disclosure pursuant to 23
USC 112(2)(F).
Prenotification; confidentiality of data A recipient of funds requesting or using the cost
and rate data shall notify any affected firm before such request or use. Such data shall be
confidential and shall not be accessible or provided, in whole or in part, to another firm or to any
government agency which is not part of the group of agencies sharing cost data under this
paragraph, except by written permission of the audited firm. If prohibited by law, such cost and
rate data shall not be disclosed under any circumstances.
You may petition for a review of our findings pertaining to any redacted or withheld documents
pursuant to Spokane Valley Municipal Code (SVMC) 2.75.080; and obtain judicial review
pursuant to RCW 42.56.550.
