Description of Work
This Supplemental Agreement No. 2 modifies the original project Scope of Work to include additional ECS work
and additional Project Management and Agency Coordination activities during an extended project delivery
schedule.
The Local Agency of City of Spokane Valley, Washington
desires to supplement the agreement entered into with CH2M HILL, Inc.
and executed on 7/10/2009 and identified as Agreement No. LA -6901
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

This document provides the Scope of Work for Supplemental Agreement No. 2 to the
Agreement between CH2M HILL and the City, dated July 10, 2009, for the Park Road
Reconstruction — Broadway Avenue to Indiana Avenue project.
Task 2 - Environmental Documentation and Permits
CH2M HILL delivered the draft and final ECS documents to the City on August 31, 2010
and September 7, 2010, respectively; thus fulfilling the deliverable requirements of Task 2 of
the original scope of work. Subsequently, comments from WSDOT Local Programs were
received by the City and forwarded to CH2M HILL on September 20, 2010. The City has
requested that CH2M HILL assist with responding to some of the WSDOT comments.
CH2M HILL will coordinate with the City and perform additional work and documentation
to address the WSDOT comments pertaining to the Environmental justice section of the
final ECS document. CH2M HILL will prepare and submit a revised ECS document to the
City. It is assumed the City will further modify the revised ECS document to address other
WSDOT comments, including those pertaining to the .Air Quality and Cultural
Resources /Historic Structures sections, and then submit the revised ECS document to
WSDOT.
CH2M HILL is authorized to use $3,163 of the original Agreement management reserve
funds for this additional ECS effort.
Task 9 - Project Management and Agency Coordination
The delivery schedule for the Park Road Reconstruction project has changed from the
original delivery schedule identified in CH2M HILL's original scope of work. The schedule
changes are primarily due to project delays associated with right -of -way and funding issues
that are beyond the control of CH2M HILL.
The revised project schedule will deliver the 90% level of completion drawings,
specifications, and cost estimate to the City no later than May 31, 2011. Upon delivery of the
90% level of completion documents, CH2M HILL's project activities will be temporarily
suspended until further direction is provided by the City in writing. During the suspension
period, the City will pursue project funding for the right -of -way acquisition and
construction phases of the project. The anticipated duration of the suspension period is
unknown; however it is expected to last several months. Once the project is due to start up
again the City will notify CH2M HILL. Upon receiving written notice from the City, a

supplemental agreement will be negotiated and approved to address start up tasks
associated with getting the project started, including but not limited to labor rate escalation
costs, addressing changes that may have occurred since the 90% submittal and Project
Management and Agency Coordination to complete the project.
The project schedule delays described herein directly impact CH2M HILL's Project
Management and Agency Coordination task (Task 9) scope and budget. The original scope
of work assumed a 6 -month project duration. The actual duration of the project activities;
from the beginning of the project through the month following delivery of the 90% design
submittal is 24 months (fuly 2009 through June 2011). This delay results in increased effort
for the project management services including additional coordination with the City,
additional monthly progress reports and invoices, and continued management of the project
team.
Recognizing that the 18 -month extended performance period for project activities impacts
CH2M HILL's costs and budget, CH2M HILL is authorized to use $18,998 of the original
Agreement management reserve funds to perform Project Management and Agency
Coordination activities during the extended project delivery schedule described above.
