The process to be used for the planning project is referred to as an "urban design action team" or a UDAT. It was the City's intention at the time to utilize City funds and staff resources along with CDBG funding to complete this project. Since the award of the CDBG funds, the scope of this project has changed significantly. As part of the 2006 budgeting process, the Spokane Valley City Council included $250,000 in the budget to be used for the completion of a Sprague/Appleway Subarea Plan. The City has published a request for proposals (RFP attached) and has gone through the consultant selection process for this project. The City anticipates starting this project by mid- to late April. The Subarea Plan will include all the elements of the UDAT for which funds were originally granted. As noted above, the City anticipates this process beginning by the end of April 2006. The expected timeframe for completion of the project is first quarter of 2007. Therefore, the City also requests that the timeline for completion of the project be extended from June 30, 2006 to June 20, 2007 to accommodate the expanded scope and timeframe of this project.
