The following is the title and summary of Ordinance No. 11-003 passed by the Spokane Valley City
Council on the 22nd day of February 2011:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
ADOPTING NEW CHAPTER OF SPOKANE VALLEY MUNICIPAL CODE (SVMC) 7.40
REGULATING THE SALE OF ELECTRONIC CIGARETTES, ALSO KNOWN AS "E-
CIGARETTES,"TO MINORS;AND OTHER MATTERS RELATING THERETO.
Section 1 creates new Spokane Valley Municipal Code Title 7.40 and describes that the purpose and
intent is to protect minors from the hazards of nicotine addiction and the dangers of ingesting products
with no regulatory oversight as to their purity, contents, and potential negative health impacts. The
ordinance defines such things as electronic cigarette, liquid nicotine, minor (someone under 18 years of
age), and person. Sales to, and sampling and purchase by minors are prohibited. New title section
7.40.060 describes the type of signage required by those selling, marketing, displaying, giving or
distributing E-Cigarettes. Penalties and enforcement are described in section 7.40.080. This ordinance
shall become effective March 31, 2011.
