THIS AMENDMENT No. 1 is made to the Agreement for Professional Services dated
September 26t", 2007 by and between the City of Spokane Valley, a code City of the
State of Washington, hereinafter "City" and Glatting Jackson Kercher Anglin, Inc.,
hereinafter "Consultant" and jointly referred to as "parties."
Pursuant to Sections 1C and 18 of the Agreement, the parties hereby agree to

Dear Steve,
Enclosed is a revised contract amendment for additional travel for Troy Russ to assist
Michael Freedman in presentations to the City Council. Originally this amendment had
added $6,500 to our overall contract; we would request that this be modified to $7,500 to
reflect our estimated costs. We understand that your estimate was based on actual amounts
invoiced through our previous work with the City. This revision is based on the following cost
estimates:
• 16 hours of Troy's time per trip at $190 per hour = $3,040
0 $500 round -trip airfare per trip based on current quotes two weeks in advance
• $150 per night per trip for lodging
• $60 per diem expenses per trip
Additionally, in past trips to Spokane Valley, Troy has been able to combine travel with other
engagements in the western United States, which has reduced the amount of travel time
needed exclusively for Spokane Valley. Though this has been convenient in dividing labor
costs, the times when Troy will need to travel to Spokane Valley may not always coincide
with other western trips and, given logistical realities of air travel, the time involved for
direct return travel from Orlando to Spokane Valley is equivalent to more than a full day
(eight hours) of labor; this does not include the time needed for preparation in Orlando or
for on -site preparation. In previous work, Glatting Jackson provided additional services for a
trip to Spokane Valley for which it presented the City with a fee of $3,250, which is
presumably the basis for the $6,500 quoted in the original contract amendment, though this
represented only 12 hours of labor in an effort to reduce costs (as $2,300 of which were
being met by a transfer of fee from EcoNorthwest, Glatting Jackson's prime consultant on
our previous Spokane Valley work).

As the agreement specifies billing on a cost and materials basis, we would bill only the labor
spent and expenses incurred on each trip, not to exceed the total $7,500 being added to the
contract. Should future scheduling coincidences allow the travel time to be reduced and /or
shared with other projects, our invoices would reflect that accordingly. We are happy to
provide these services to the City and thank you for your understanding and accommodating
this request.
