BACKGROUND:
Budinger & Associates was selected as being the most qualified company to provide geotechnical
exploration, pavement design and material testing services.
The attached supplement is for material testing services, on a time and materials basis for $14,473.47 to
the contract. The maximum payment is amended to $31,504.40 including the $1,548.27 management
reserve fund.
The project was bid on June 24 and is tentatively scheduled to start on August 1, 2011.
The project is 79.5% funded with a grant from the Sp,��kane Transit Authority (STA), $100,000 from WSDOT
and $1,368 from Hanson Industries. The City will provloe the remainder matching funds.

Indiana Sullivan PCCP Intersection Project

Dear John:
Please prepare a proposal for providing Material Testing Services for the Indiana Sullivan
PCCP Intersection Project. As you know, your firm provided Geotechnical Exploration
and Pavement Design Services for this project. The project is currently being advertised
and bids will be opened on June 17, 2011.
Project Description
Please review the attached Bid Contract Documents and Plans. The project will
reconstruct the existing HMA surfaced intersection with portland cement concrete
pavement (PCCP). The project scope extends out of the existing footprint in two major
areas:
1. The project will add an EB through lane on the west side of Sullivan road.
This will require relocation of the existing drainage swale on the south side of
Indiana Avenue, west of Sullivan Road.
2. A new swale will be constructed behind sidewalk on the northwest corner of
the intersection.
Description of Consultant Tasks
Requested material testing services include:

1. Subgrade and crushed surfacing proctor testing.
2. Compaction Testing Services for storm drain trench backfilling, subgrade,
crushed surfacing and HMA.
3. Concrete testing for slump, air entrainment and 28 day strength for PCC
pavement, curbing and flatwork in accordance with the attached specifications.
4. HMA quality assurance testing including grabbing three samples per 800
ton sublot from asphalt trucks; providing the following tests in accordance with
Section 5 -04 of the plans: Aggregate Gradation, Oil content
Schedule
Work is tentatively scheduled to begin the last week of July. The contract time is 30
working days.
The Consultant shall make the HMA test results available by noon of the following
working day. Compaction test results shall be provided to the Engineer or his
representative at the end of the working day on which they are taken.
Compensation.
The Consultant shall provide a time and material proposal with an attached rate sheet
itemizing the cost of each test described above; and an estimate of the total cost for all
tests. The City will add a 10% Management Reserve Fund to the Consultant's cost
estimate to establish a total- contract amount. The Consultant shall not be able to access
the funds in the Management Reserve Fund without pre - authorization from the City.
Contract 2
After review of your proposal, the City will mail you suppleme% to the WSDOT
Standard Consultant Agreement. After you sign and date, the City will execute the
contract by signing. We will mail a copy of it to you.
