AGREEMENT TOPIC:
Local Agency Federal Aid Project Prospectus for CIP -0155, Sullivan Road W Bridge
Replacement Project. The project will replace the current, weight- restricted bridge that carries
southbound traffic on Sullivan Road over the Spokane River.
BACKGROUND:
This project is not yet fully funded through construction, however we are beginning design now in
the hopes of shortening the time until the project can be constructed rather than wait until it is fully
funded before starting work. The project is funded at 80.0% by the Federal Bridge Replacement
Program, and is estimated to cost $19.74 million. To date, $8 million in Federal funds have been
secured, and another $2 million from the state Freight Mobility Strategic Investment Board.
The Mayor's signature is required to execute the Local Agency Federal Aid Project Prospectus.
The Prospectus authorizes the reimbursement of federal funds for work on the project.

The existing 2 -lane bridge was constructed in 1951. The travel lanes are approximately 12 -ft in width and the roadway surface is
asphalt pavement
The bridge received Sufficiency Rating of 24.14 on a 100 -point scale in 2010 inspection. The bridge has also been classified as
"Structurally Deficient" in 2010 Load Rating Analysis and "scour critical".
Description of Proposed Work '

The proposed project will replace the existing 2 -lane Sullivan Road West Bridge at the Spokane River with a new 4 -lane bridge.
This will include demolition and removal of the existing bridge, construction of 4 -lane new bridge, improvements to bridge
approaches to accommodate the new bridge, and related appurtenances. The dimensions of the proposed bridge are approximately
437 -ft in length by 63 -ft wide. The widening is necessary to accommodate turning traffic from the adjacent Indiana/Sullivan
intersection immediately south of the bridge and future increased traffic volumes.

impacts to river and wildlife.
