THIS AMENDMENT is made to the Agreement for Greenacres Park Phase 1 Project contract
dated September 24, 2010 by and between the City of Spokane Valley, a code City of the State
of Washington, hereinafter "City" and Michael Terrell, Landscape Architect, hereinafter
"Contractor" and jointly referred to as "Parties."
Attached to this Amendment is a Scope of Services for the North Greenacres Pedestrian Study to
be added to the existing contract. The City agrees to pay the Contractor a not to exceed amount
of $14,470.00 plus $1,600 for expenses for the study. The study will take approximately six
weeks to complete.

Flora with particular attention to the intersection of
Mission Avenue and Long Road.
2. Review Background Guidelines. Jurisdictional
standards or warrants for pedestrian treatments at
intersections can vary somewhat between resources,
and some currently prevailing industry information is
now dated. As such, ITS will research and review the
most current guidelines available for pedestrian
treatments, and compile the information for use as
technical support in the study. We will search
guidelines that are accepted by the planning and
engineering community, such as resources from the
Institute of Transportation Engineers, American
Society of Civil Engineers, American Association of
State and Highway Transportation Officials, and other
comparable resources.
3. Meet with City of Spokane Valley staff and refine
scope of study and confirm deliverables.

II. Fieldwork and Coordination with City Staff
1. Field Work. We propose the collection of field data to

assist with the site specific review of the Mission
Avenue /Long Road intersection. We will review a
couple other similar regional park scenarios within
Spokane County so we have a better base for
predicting pedestrian and vehicle conditions for a
community park. We will also drive the corridor and
review maps to determine where other pedestrian
crossing may be occurring with some frequency
occur. We propose review site specific conditions for
the PM peak hour of the typical weekday (at a
minimum of two locations) and for the Saturday peak
hour generator (at at least one location) to review
traffic and pedestrian conditions; specifically to
obtain a sense of trip and pedestrian trip generation
for a similar park. This will help with forecasting
interim traffic and long range conditions for the
Mission Avenue /Long Road intersection. Our
observations along the Mission corridor, overall, will
be of a more general nature intended to identify
where pedestrian activity is naturally funneled across
Mission Avenue.
2. City Meetings. After we assemble background
guidelines and field work data, we believe it will be in
the best interests of the project to meet with the
Parks department and likely Public Work. The
meeting(s) is intended to have discussion on
appropriate guidelines and measures of
effectiveness /criteria for use, consistent with the
views of City staff, and to review field data collected.
From this meeting, we should have a framework for
moving forward with a direction that we know can be
supported by City staff, prior to analysis,
recommendations and documentation.

III. Data Review / Analysis
1. We will review the assemblage of background, traffic,

safety treatments /improvements are warranted for
the Mission Avenue /Long Road intersection based on
accepted and supportable industry guidelines and
warrants. Typically, these warrants will guide us
towards solutions that can be promoted to improve
p edestrian safety for an intersection or if such

specific guidance is minimal, we will provide a range
of typical solutions available based upon our
experience with performing similar studies in the
past. Given that permanent solutions will be
developed in a year, it will be our goal to
find /recommend solutions that are cost effective or
can be reutilized at this or another City of the Valley
location. In addition, we will use guidelines collected
to come up with recommendations for the corridor.
These later recommendations will not be as specific
as those for Mission Avenue /Long Road, but will be
intended to provide pedestrian guidance for the long
range development of Mission Avenue (interim
improvement recommendations are not necessary).
2. Meet with City of Spokane Valley staff to discuss
analysis

IV. Study Preparation and Graphics
1. Documentation and Graphics. We will prepare a

traffic study that provides a summary of the
methodologies, guidelines, analysis, and conclusions
of our work for review by City officials. We anticipate
that three to five basic figures may be needed to
illustrate points or concepts, and are addressed with
our scope of work. A draft study will be prepared and
submitted to Parks Department staff for review and
comment. We will address comments and then
finalize for submittal to Public Works and for public
consumption.
2. Develop signage location map and concepts for park
wayfinding signage.
3. Prepare final recommendations on wayfinding
signage for Greenacres Park.
4. Meet with City of Spokane Valley staff and present
draft results of the study.
5. Meet with City of Spokane Valley staff and present
final results of the study.

EXTENDED CONSULTANT SERVICES
The following services are not included in the Scope of Services or fee and will be
performed or coordinated as directed and authorized by the "client" at our current
hourly rates or a negotiated fee if required.
• Revisions to previously approved work.
• Additional meetings, presentations, or site visits other than those listed in the
Scope of Services.
• Permitting or entitlements for building or construction.
• Construction drawings and cost estimating.
• Fountain and water features; mechanical, plumbing, and hydraulics consultants.
• Design of retaining walls over four feet (4') in height.
• Electrical or lighting design
• Vehicular Traffic Engineering or Analysis for the proposed Mission Avenue
improvement project.
Traffic signalization design.
Michael Terrell ■ Landscape Architect Proposes To Provide the Above Services for
a Fee Which Shall Be: Fourteen Thousand Four Hundred and Seventy Dollars and no
cents ($14,470.00). Invoices will be billed incrementally as work progresses toward the
lump sum price. We will bill all reimbursable expenses based upon actual cost plus
15% for mileage and other miscellaneous expenses. These expenses will include cost
of reproduction, telephone, etc. as necessary. We estimate these costs will not exceed
$1,600.00.
