THIS AMENDMENT No. 3 is made to the Agreement for Professional Services dated
February 17, 2010 by and between the City of Spokane Valley, a code City of the State
of Washington, hereinafter "City" and Century West Engineering Corporation,
hereinafter "Consultant" and jointly referred to as "parties."
Pursuant to Sections 1C and 18 of the Agreement, the parties hereby agree to
amend the Agreement as set forth in the attached Proposal and Detailed Scope
of Work. These services will be tracked and billed on time and materials basis,
and are subject to all of the conditions set forth in the original Agreement. The
City agrees to pay Consultant up to $37,300 for the additional services provided
for in this Amendment to the Agreement.

BROADWAY AVE SAFETY PROJECT
CONSTRUCTION ENGINEERING - Bid Schedule 'A'
SCOPE OF WORK
The Consultant shall provide the following support services during the construction of the
Broadway Ave. Safety Project:
3001 Change Orders: The Consultant shall prepare design/specification modifications for
change orders as required. The Consultant shall provide cost estimates to the City for
change orders.
3002 Construction Administration:
a. The Consultant shall attend a pre - construction conference with the Contractor and
Owner.
b. The Consultant shall assist City with construction contract administration,
including review of the wage rate submittals, bonds, and insurance
documentation, and other documentation as required.
C. The Consultant shall attend construction progress meetings as necessary. The
Traffic Subconsultant shall participate in up to two conference calls with
Contractor, City and Engineer.
d. The Consultant shall assist City in making technical interpretations of the
Contract Documents during the work as needed. The Consultant shall make
clarifications as requested.
e. Consultant shall assist City in reviewing Contractor's material submittals for
general conformance to the construction Contract Documents.
f. The Consultant shall review Contractor progress pay estimates based on quantities
measured in the field by City inspector.
g. The Consultant shall periodically visit the site during the work to evaluate the
overall performance of the Contractor. Visits shall be conducted in conjunction
with progress meetings as necessary.
h. The Consultant shall not be responsible for the Contractor's means or methods of
completing the work, nor the monitoring or supervising of the safety requirements
of the work.
i. The Traffic Subconsultant shall provide limited signal design support in
assistance for the preceding tasks. The enclosed Kittelson Phase II Scope of work
is provided as additional information.
3003 Final Construction Review: Consultant shall prepare a punchlist of deficient work items
on the project and conduct a final inspection of the work. The Consultant shall
recommend final approval of the work when all work is complete.
3004 Record Drawings: The Consultant shall prepare field Record Drawings that reflect
changes made during construction. The Consultant will provide the City with one set of
reproducible drawings, and one electronic copy of the Record Drawings.
The fee for this work is based on a construction contract time of 50 working days. Engineering
services provided beyond this time shall be considered extra services.
Consultant will not provide on -site inspection/observation or materials testing of project.

Phase II — Construction Engineering Services
A. Construction Engineering Management
• Participate in a pre - construction meeting in Spokane Valley.
• Prepare for and participate in up to two project- related construction
meeting conference calls with the contractor, the design team, and
the City.
• Prepare monthly invoices, status reports, and maintain the project
schedule throughout the duration of the project.
• Coordinate project - related items with the contractor, the design
team, and the City as needed to complete the project.
• Review contractor material submittals and shop drawings for the
traffic design elements as to compliance with the approved plans
and specifications.
• Provide design interpretation during construction of the traffic
design elements.
B. As -Builts
• Receive a copy of the redlined edits to the design plans from the
contractor and /or the project inspector.
• Prepare as -built plans of the completed signal modification
elements based on contractor- supplied information.
• Submit electronic files to the City.

Work contains confidential cost and rate data and is withheld from public disclosure pursuant
to 23 USC 112(2)(F).
Prenotification; confidentiality of data A recipient of funds requesting or using the cost
and rate data shall notify any affected firm before such request or use. Such data shall be
confidential and shall not be accessible or provided, in whole or in part, to another firm or to any
government agency which is not part of the group of agencies sharing cost data under this
paragraph, except by written permission of the audited firm. If prohibited by law, such cost and
rate data shall not be disclosed under any circumstances.
You may petition for a review of our findings pertaining to any redacted or withheld documents
pursuant to Spokane Valley Municipal Code (SVMC) 2.75.080; and obtain judicial review
pursuant to RCW 42.56.550.
