The following is the title and summary of Ordinance No. 11-011 passed by the Spokane Valley City
Council on the 15th day of August,2011:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON
PROVIDING FOR THE SUBMISSION OF A BALLOT PROPOSITION TO THE QUALIFIED
ELECTORS OF THE CITY FOR THE PURPOSE OF INCURRING UNLIMITED TAX GENERAL
OBLIGATION BONDED INDEBTEDNESS, IN ONE OR MORE SERIES, IN AN AGGREGATE
PRINCIPAL AMOUNT NOT EXCEEDING $2,142,000 TO FINANCE CONVERSION OF SPRAGUE
AND APPLEWAY TO TWO-WAY STREETS BETWEEN ARGONNE/DISHMAN AND
UNIVERSITY ROAD; INCLUDING STRIPING, SIGNALIZATION, AND AMERICANS WITH
DISABILITIES ACT COMPLIANCE; AND TO LEVY EXCESS PROPERTY TAXES ANNUALLY
TO REPAY THE BONDS WITHIN A MAXIMUM TERM OF 20 YEARS; AND PROVIDING FOR
OTHER MATTERS RELATING THERETO.
Section 1 states that Council determines that the best interests of the residents and property owners of the
City require the City to carry out the plans hereinafter provided at the time or times and in the order
deemed most necessary and advisable by the Council.
Section 2 explains that the City shall undertake necessary improvements to change stated portions of
Sprague Avenue and Appleway Boulevard from one-way streets to two-way streets; explains the related
improvement costs, explains the use of Bond proceeds and procedures to accomplish portions of
improvements; and states that if the bond proceeds and any other city moneys are insufficient to
accomplish all the improvements, the City shall use available funds for paying those costs for which the
bonds were approved that are deemed by Council as most necessary and in the best interests of the city.
Section 3 explains how the City shall issue and sell unlimited tax general obligations bonds in the
principal amount not to exceed $2,142,000; and that none of the bond proceeds shall be used for any
purpose other than a capital purpose relating to the improvements.
Section 4 describes how the bonds will be sold. Section 5 declares that the submission to the qualified
electors will be held Tuesday, November 8, 2011 and requests the Spokane County Auditor to conduct
the election, and describes the proposition ballot language. Section 6 states that the election will be
conducted pursuant to voting procedures applicable to Spokane County. Section 7 deals with severability;
Section 8 declares the City's official intent to reimburse itself with bond proceeds for any expenditures
incurred by it prior to the issuance of the Bonds; and Section 9 identifies appointed bond counsel for the
bonds.
