Land Use Law and Liability Workshop — Presented by Michael W. Walter, Partner of the law firm of
Keating, Bucklin & McCormack, Inc., P.S. through Washington Cities Insurance Authority (WCIA).
Mr. Walter's presentation included discussion of high -risk decision - making, quasi-judicial decision
making, arbitrary and capricious decision making and conduct; vested rights, advantages of a hearing
examiner, findings of fact and conclusions of law, moratoria general rules, recommendations for effective
land use risk management, and recommendations on careful choice of words.
The meeting ended at 9:15 p.m.
