2005, 11-14 Special Meeting MinutesMayor Wilhite called the meeting to order at 6:00 p.m., and welcomed everyone to the special meeting Attendance: Diana Wilhite, Mayor Rich Munson, Deputy Mayor Dick Denenny, Councilmember Mike DeVleming, Councilmember Mike Flanigan, Councilmember Steve Taylor, Councilmember Absent: Gary Schimmels, Councilmember MINUTES City of Spokane Valley City Council Special Meeting Spokane Valley Church of the Nazarene 15515 E. 20 Avenue Monday, November 14, 2005 City Staff: Dave Mercier, City Manager Nina Regor, Deputy City manager Marina Sukup, Community Development Director Greg McCormick, Planning Manager Scott Kuhta, Senior Planner Mike Basinger, Associate Planner Mike Connelly, City Attorney Carolbelle Branch, Public Information Officer "Bing" Bingaman, IT Specialist Chris Bainbridge, City Clerk Others: Approximately 16 citizens ROLL CALL: City Clerk Bainbridge called roll; all Councilmembers were present except Councilmember Schimmels. It was moved by Councibnember DeVleming, seconded by Councilmember Flanigan, and unanimously agreed upon to exduse Councilmember Schimmels from tonight 's meeting. PUBLIC HEARING: Mayor Wilhite opened the public hearing at 6:04 p.m. for comments on the Draft Comprehensive Plan, and invited public comment. Mark Davis: 7302 E. 12 spoke on behalf of Karen Bergman, of 19009 E. Mission, owner of parcel 11 45094.0116; said that the parcel mentioned and the adjoining two parcels to the east, which are zoned UR -3.5 and are surrounded by regional businesses, offices, apartments, • the freeway, and located on a major arterial, should be zoned for office or apartment use; and that perhaps the best choice for zoning the land would be UR -22, like the Ridgestone Apartments property next to the above - mentioned parcel. Mary Pollard, 17216 E Baldwin Avenue., Greenacres: said she is speaking for the North Greenacres Neighborhood; she mentioned underdeveloped roads and. the needs assessment of those roads; that concurrency needs to be brought in to include more than major intersections; livestock must be included in the comp plan; that Council needs to recognize these needs as legitimate and items which can be fixed in the zoning and development regulations; that regarding land use, we need stronger use language for historic preservation, and to provide tax incentives to list the historic homes; that there is nothing in the comp plan that ensures property owners adjacent to developments are continually appraised and can mitigate changes in a development plan along the way; that it makes for bad policy if citizens are told this is just a civil matter; we need parks, should have transportation flexibility like five foot sidewalks and ten foot planting strips; or use the planting strip as a buffer. She said she supports each G3 special needs populations; and she finds that affordable housing is not built unless mandated. Pete Miller, 18124 E Mission: said she is a Greenacres resident; that she spoke with Pat Harper of Spokane County engineering who said the Board of County Commissioners can dedicate the right -of -way Special Council Meeting Minutes: 11 -14 -05 Page 1 of Approved by Council: 12 -13 -05 to the city but it must be on the comp plan map beforehand; and that she wants that map shown even if it is just a proposal. Don Manfred, President Design Works; 3311 W Pack Mule Lane; and resident at 121.11 E. Mission: Spoke concerning the topography of the lower area as shown on the map he gave; he recommends mixed use corridor because of the topography and because of the noise; and said it would be better than residential; that he's in the interior design business, and the allowed decibels are too loud for homes and duplexes. Kurt Parker, 1.816 N Greenacres Road: said that three minutes is far too little time to discuss everything; he wants to talk about parks, about the north Greenacres park, that there is an area set aside for one, 30 -acre park; they don't feel that would help much in their neighborhood, they'd rather see three, ten -acre parks with picnic areas and playgrounds, and he mentioned their Plan. . Mayor Wilhite added that the Parks Masterplan topic is corning up for a public hearing November 29, 2005. Councilmember Denenny reminded everyone that. citizens can always submit comments in writing to be included as part of the record. City Clerk Bainbridge also acknowledged that several additional letters and a -mails have been received and will be included in the Public Comments Notebook for council review. Mayor Wilhite invited further public comment; and as no further comments were offered, Mayor Wilhite closed the public hearing at 6:25 p.m. DISCUSSION: Council Deliberation: Transportation Chapter of the Draft Comprehensive Plan. Council deliberation began with the Transportation Chapter, page 32, beginning with Goal TG 10 and proceeding through the remainder of the Goals and Policies of that: chapter, and continued discussion on the maps. Council discussed some goals and policies and did not discuss others where they had no comments or suggested changes. Even after lengthy discussion, Council chose not to make any changes to several goals and policies, and therefore, only those goals and policies with recommended changes are noted below. Council began discussion of several of the maps, and determined that discussion would be continued at the next meeting. DELIBERATION: Deliberation began in the Transportation Chapter, page 32, Goal TG 10 TP -10.4: Council stated their concern on how to provide bus pull -out bays; it was Council consensus to amend that policy to state: Work with STA in planning and developing bus pull -out bays on the far side of intersections. TP -10.5: after discussion on the need for this statement, it was Council consensus to strike 10.5 entirely TP -10.6: no change other than to remove the bold type. Aviation Coals & Policies New policy TP -13.2: Council consensus to add the following language as new policy TP -13.2: Discourage incompatible land uses and residential densities on lands adjacent to the airport. MAPS: Map 3.6 Proposed Truck Routes: Deputy Mayor Munson stated in regard to the truck route on Appleway and Sprague, that just because it is not a through street doesn't mean trucks can't drive on it; that he doesn't a see need to do this and feels it could be detrimental to the area; and proposes to not make this a truck route. After lengthy discussion on whether this should be designated a truck route, there was Council consensus to pull the truck route designation between Sullivan and Argonne. Special Council Meeting Minutes: 11 Page 2 of 3 Approved by Council: 12 -13 -05 Map 3.2 Bike and Pedestrian System: after reminder that a suggested alternative was distributed earlier, it was determined that staff will re- distribute extra copies to Council of that suggested alternative, and this discussion will be postponed until the November 15 council meeting. Map 3.1 Proposed Arterial Street Plan: proposed changes to that map were also distributed earlier and those additional copies will be distributed again later to Council, and this discussion will also be postponed until the November 15 meeting. Community Development Director Sukup mentioned if the 3.1 designation changes, a corresponding table will also need to be changed. Page 11, Section 3.2.5, 3 bullet: Consensus to change the word "cheap" to "inexpensive." Mayor Wilhite stated that Council will review the maps at tomorrow's Council meeting, and said by adjourning now, councilmembers will have the opportunity to review the Land Use chapter before those deliberations begin. There being no further business, it was moved, seconded, and unanimously agreed to adjourn.
