PUBLIC HEARING: Mayor Wilhite opened the public hearing at 6:04 p.m. for comments on the Draft Comprehensive Plan, and invited public comment. Gail Stiltner, 10119 E. 44 Ms. Stiltncr lives in the Ponderosa area, where she stated there is a battle over development that should not be occurring. She implored the Council to help the people of the Ponderosa neighborhood work out the problems they are experiencing in their area. There is no reason the area ever should have been zoned UR -7. They want to support development but not at the expense of safety and /or wildlife; that the County failed the neighbors, and the neighbors want the city to support them in their battle to save their area. Scott Kuhta, City Planning Staff: Stated that he received an email from Alice Hoffsteader supporting a good bike plan. No other correspondence has been submitted since the last meeting. Two questions were raised; did we get a considerable input from developers on the land use chapter of the comp plan? We had some letters, some visits to the office but not an overwhelming amount. Were there any hearings held during the daytime? No, there had not been any daytime public hearings. As there were no others who wished to testify, Mayor Wilhite closed the Public Hearing at 6:11 pm. DELIBERATION: Comprehensive Plan Transportation Maps: Two transportation maps were recommended for change by the Public Works Department: the Arterial Street Plan and the Bike and Pedestrian Facilities Maps. The Council reviewed the changes to the Maps and the changes listed in the memo of 10 -25 -05 from Special Council Meeting Minutes: 11 -28 -05 Page 1 oft Approved by Council: 12 -13 -05 Director Kersten. It was moved and seconded to adopt the changes to the Arterial Street Map and the Bike and Pedestrian Facilities Map as suggested by the Public Works Department. Vote was unanimous. Comprehensive Plan Land Use Chapter: Discussion and Deliberation. Council started with goal LUG -1 and finished for the evening with LUP -4.11, discussing some and not discussing others where they had no comments or suggested changes. Council chose not to make any changes to several goals and policies, and therefore, only those goals and policies (LUG -1 to LUP -4.11) with recommended changes are noted below. LUP -1.1, add the words - and joint planning- to the end of the policy LUP -1.2, add the words `and joint planning' to the end of the policy Staff will bring forward a policy for addition that will address joint planning with other agencies, the private sector, and other jurisdictions. Move LUP -1.6 to the last policy under Goal LUG -2. Council feels it addresses Goal 2 better. LUP -1.7, change the words `water course' to `bodies of water' LUG -2, change the word Provide to Encourage LUP -2.2, add the sentence Encourage variations in facades and rooflines to add character and interest to multi - family developments. LUP -2.4, remove last sentence from policy. Strike policy LUP -4.5 LUP -4.11, change to read `May provide incentive to encourage developers to include housing in mixed - use projects." Council stopped deliberations at LUP -4.11 and will continue at the next meeting. It was suggested councilmembers take this opportunity for further review of the Utilities chapter for deliberation after Land Use. There being no further business, it was moved, seconded, and unanimously agreed to adjourn.
