SCOPE
For
ENGINEERING SERVICES
In 2009 Taylor Engineering completed design plans and specifications for the milling
and overlay of Sprague Avenue between Evergreen and Sullivan Roads. The plans
included construction signing, storm drainage improvements, limited removable and
replacement of pavement with unsuitable subgrade, ADA access improvements,
restriping, new traffic loops at the intersections of Adam and Progress Roads, and
interconnect conduit for traffic control. At that time, the plan was to mill and overlay 2
inches of asphalt pavement, similar to Sprague Avenue west of Evergreen Road,
completed recently.
Now in November, 2011, the City of Spokane Valley believes a more complete
renovation of the pavement and subgrade is warranted. Taylor Engineering has
reviewed the previous plans and concludes that the plans and specifications may be
revised and updated to provide construction documents for the new project. This work
will be completed for bidding prior to March 19, 2012.

E. Community Meetings
Prepare exhibits for and attend up to (2) community meetings with the public.

The plans, specifications and estimate will be reviewed by a senior staff member for
accuracy and completeness.
2 — Data Collection
A. Site Visits and Field Verification
Services provided under this category will include a site visits to identify any changes to
the existing plans and to document damaged curb and / or driveways since the plans
were originally completed.
Other site visits while accompanying COSY personnel will be required to establish traffic
routing and coordination of driveway use and closure to be shown on the traffic control
plans.
B. Existing Utilities
The City of Spokane Valley will meet with franchise utilities and gather available
franchise utility maps, identifying changes since the 2009 project was completed. The
COSP will provide marked up 2009 project drawings of these changes to Taylor
Engineering. Taylor Engineerings work effort will be to incorporate the changes into the
new 2012 plans..
3 — Plans, Specifications and Engineers Estimate (PS&E)
Previous plans included plan elements without vertical profile information. Aerial
photographs were used as backgrounds and utility structures were field verified without
surveying. The new project will require new plan and profile drawings; and updates to
the existing plans and specifications. The 2009 plans included provisions to replace
direct injection drywelis with combined catch basin and storm piping to drywell facilities.
Additional stormwater improvements will be designed by COSY and incorporated
(drafted) into the updated plans by Taylor Engineering. Signal modifications and traffic
control plans will also be new components of work.
A. Title Sheet, Index of Drawings, Vicinity Map
Services provided under this category will include updating the cover sheet for the plan
set and the specifications.
B. Roadway Sections
Services provided under this category will include updating typical cross - sections
showing pavement removal depths, lane widths, island widths, median widths, and
where required driveways, sidewalks and curbs.

C. Roadway Reconstruction Plans
Services provided under this category will include preparing new plan and profile
drawings within the project limits. Construction information previously collected and
detailed on the plans will be updated including:
• Begin /End construction
• Structures to be adjusted
• Traffic Islands to be removed or altered
• Driveways to be repaired or replaced
• Subgrade repair areas
• Paving fabric limits (if used)
• Traffic signal loop replacement or modifications
• Traffic signal interconnect conduit
• Striping
• Inlets and piping to be replaced with inlets equipped with spill control separators
• Drywell cones and tops to be replaced
• Replacement of curb, curb and gutter and sidewalk impacted by stormwater
system upgrades
• New inlets with spill control separators near locations where an existing drywell is
at the low point in the curb
D. Traffic Control and Phasing Plans
The 2009 plans included an overall construction signing plan. The new project will
require more detailed traffic control and phasing. Minimizing impact to existing business
will be a key factor in phasing. A joint COSY and Taylor Engineering workshop will be
held to evaluate construction staging, phasing and traffic control. New traffic control
plans will be completed for the project. The traffic control plans will also address
pedestrian traffic during construction.
E. Striping Plans:
The 2009 plans called for 7 lanes; (1) 14 foot curb lane each direction, (2) 11 foot travel
lanes each direction, and a 14 foot middle left turn lane. No change is anticipated.
F. Traffic Signalization:
The 2009 plans included a full length interconnect conduit and appurtenances, new
traffic loops at the intersections of Adams and Progress Roads with some new
signalization conduits and pull boxes as recommended by City of Spokane Valley traffic
engineering. There were no plans for new signal poles of other hardware.
Design fees have been included in this 2011 proposal for additional traffic signalization
services including the possible removal of the signal at Progress Road and the
replacement of the signal at Adams Road. We are proposing to use Intermountain

Transportation Solutions for this work. Their scope and fees are included as an
appendix to this scope.
G. Stormwater and Drainage Plans
The City of Spokane Valley will analyze and design new stormwater improvements to
be incorporated into the project. The COSY work will include design, drafting plan
sheets for inclusion into the bid set, and stormwater specification preparation. Taylor
Engineering will coordinate with the City implementing the stormwater facilities into the
overall plan set and include references for sidewalk and curb removals on the Roadway
Construction Plans.
H. Survey Control Point Drawing
Prepare survey control point drawing showing survey control and monuments to be
utilized for construction staking by the awarded contractor.
I. Erosion and Sediment Control
Erosion and sediment control will be referenced on the roadway construction plans_
Details will be provided for catch basin and drywell protection.
J. Details
Services provided under this category will include adding project- specific details due to
full pavement removal and replacement, and modification of other standard WSDOT
and City details as necessary. These details are anticipated to include planing and
reuse of pavement grindings, ramps, curbs, and curb wall details.
K. Special Provisions
Review new 2012 City of Spokane Valley completed special provisions, and prepare
additional special provisions as required to complete the work.
L. Specifications
Prepare new specification manual utilizing the 2012 WSDOT specifications. Prepare
one contract provisions document for review and the originals, final book for the City's
use in advertising and bidding. Standard City and WSDOT details will be included.
M. Engineers Estimate
Complete a summary of quantities tabulation and develop unit prices for each item
based on recent bid history and engineering judgment. A preliminary engineer's
estimate has been prepared with this submittal. The estimate will be updated and
finalized prior to bidding.
N. Reviews
Submit preliminary plans and engineers estimate at the 50% and 90% stages.
Incorporate City review comments.

The City of Spokane Valley will complete all Bidding services for this project. This
component of work is to support the City during the bidding process by addressing

Sprague /Adams and Sprague/ Progress Signal Design
Project Scope and Budget Estimate — December 1, 2011
This summary scope outlines the work elements and budget expected to redesign the Sprague
Avenue /Adams Road and Sprague Avenue /Progress Road traffic signals in Spokane Valley (or to prepare
the Progress signal for updated signalization). Agents with the Spokane Valley have secured the funding to
resurface sections of Sprague Avenue. As a function of this project, the City staff is looking to update
hardware/ materials for the Sprague Avenue /Adams Street traffic signal and deactivate the Sprague
Avenue /Progress Road signal (removing some hardware), as the signal is no longer needed /warranted to
control traffic volumes at this time. Thus, this project includes the provision of designs to update the
Sprague Avenue /Adams Road traffic signal with updated hardware /materials, as this signal will be
installed with the resurfacing project.
Plans for the Sprague Avenue /Progress Road signal have not yet been finalized. At a minimum, the City
may simply shut off the signal and leave all hardware, poles, and signal heads in place. On the more
assertive end, the City may wish to pull the majority of hardware (potentially removing signal heads) and
prepare the intersection for updated signal construction again in the future, when warrants based on
prevailing traffic conditions. Our scope and budget proposal includes the provision of designs and
material recommendations to update the Sprague Avenue /Progress Road signal, such as locating conduits
and signal control boxes, to provide a conservative estimate of work. However, work and budget could be
reduced accordingly if the City decided no designs are required following project initiation.
Taylor Engineering will lead this project and provide designs for the resurfacing project. ITS, LLC traffic
engineering services have been requested to assist with redesign plans for both signals. In addition, ITS
LLC staff will provide: demolition plans current signals, assist with traffic control plans, attend project,
meetings, attend a public meeting, and assist with specs, bid /quantities, and construction advertising. The
traffic engineering elements required to perform these actions items is summarized as follows:
♦ Meetings. Meet with City of Spokane staff for a scoping session, and to review initial and final
design plans. These meetings are performed to identify comments and steps required to prepare
100 percent /final design plans for the project in accordance with current City, County, and State
practices. One additional meeting will be used to address other elements such as the demo plan,
bid quantities, etc. This represents a total of four programmed/ formal meetings for this project.
♦ Public Meeting. The project will impact access to businesses and homes located along Sprague
Avenue. As such, City staff wishes to perform a public meeting to inform the public of the
project, proposed traffic control conditions, and to solicit comments. Staff from ITS LLC has
been requested by the project manager to attend and support this meeting.
♦ Traffic Control Plans. We will work with Taylor Engineers to develop traffic control plans the
Sprague avenue corridor, as well as any special provisions are analysis for the Progress and Adams
intersections with Sprague Avenue, as needed. These plans will provide schedule estimates for
constniction, as well as the routing recommendations needed to facilitate the safe and effective
movement of traffic wile construction and demolition occurs at the intersection. Plans will be
prepared primarily in accordance with the 2012 WSDOT Specifications Manual; again, as
supported with any operational /traffic analyses that may be required for rush hour conditions.
Note there may need to be some phasing of control plans, pending the outcomes of public

meetings and construction schedules. Ourinformation will be provided to Taylor Engineers
electronically (in AutoCad) for production and incorporation into master plan sets.
♦ Demo Plan and Material Review. We will work with Taylor engineers to provide demo plans
for the study intersections. The materials removed will be reviewed to determine whether any
components can be utilized for use in future signals. Coordination will ensue with City staff to
determine what materials should remain for the Progress Road /Sprague Avenue intersection. Our
information will be provided to Taylor Engin eers electronically (in Auto Cad) for
production and incorporation into master plan sets.
♦ Designs Plans. ITS staff will develop initial and final /100 - percent designs for the Sprague
Avenue /Adams Road and Sprague Avenue /Progress Road traffic signals. As indicated, full
designs will be prepared for the Sprague Avenue /Adams Road intersection, as this signal will be
updated and constructed with the intent for immediate operation. We have assumed that design
plans for Sprague Avenue /Progress Road will be needed for the purpose of this project scope, and
will include the location of conduits, signal control boxes, and signal poles (these designs can be
reduced if the City elects not to move forward on Progress improvements). The intent is to
develop the intersection for future signalization, as needed based upon prevailing traffic volumes.
These plans sheets will contain details such as the location and type of signal poles, mast arms,
pull/controller boxes, conduits, preemptive devices, circuits, power connection, etc. and plans
required for the operation of a traffic signal. Special elements of design include coordination with
The Transpo Group regarding an intelligent transportation system project for Sprague avenue and
coordination with City staff regarding the location of proposed bus stops. Designs will be
provided per City requirements and will include general information, signal details, phasing plans,
wiring /electrical details, and any special provisions. We estimate signal design information will
be provided on three plan sheets, which will be submitted electronically (In AutoCad) to
Taylor Engineering for review and production with master plan sheets.
Special notes and instructions provided by City staff this far for the project are as follows:
Sprague /Adams
— Purchase new poles and arms for the N\V and SE corners of the intersection,
— Replace cabinet foundation and purchase new cabinet,
— Replace all wiring underground,
— Upgrade any small concrete junction boxes,
— Install T -cans on all 4 poles,
Replace electrical service on the NE corner (pole- mounted) with new pole- mounted service.
— Install countdown pedestrian heads and new pushbuttons at the intersection,
— Add advance detection on Sprague,
Extend the overlay to the north and south approaches and replace the stop bar detection, and
Provide bicycle loop detection on Sprague Avenue (and Possibly Adams pending future
coordination with City staff).
Sprague/Progress
— The decision to leave signal heads up or remove will be made at the onset of the project (will
provide designs in accordance),
— Replace the detection either way,

— Extend the overlay to the south approach and replace the stop bar detection,
— Detection on the north leg was recently replaced, so protect these loops,
— Designs should show updated pedestrian heads and pushbuttons,
— Designs should show replaced wiring (splices in the jboxes), new cabinet and foundation
location, and installation of T -cans and upgrade the electrical service,
— Designs should show bicycle loop detection on Sprague Avenue (and Possibly Progress
pending future coordination with City staff).
♦ Bid Quantities. ITS will work with Taylor Engineering to develop bid quantities for use in the
project contracting /construction process. We will help project the cost of all materials,
construction impacts (project development, traffic plan contracting, etc.) as well as estimate the
reasonable mark -up expected for actual construction efforts. Support information will be
submitted electronically (in Excel or Word) to Taylor Engineering for review and
submittal to the City with master quantity work.
♦ Specifications Review and Final. We will work with Taylor Engineering and City staff to
prepare signal specifications for the Adams Road /Sprague Avenue traffic signal and the Sprague
Avenue /Progress Road future signal, as needed. These specifications will include materials
information, electrical details, signal operation information /data, etc., as per City and /or State code
(per the 2012 WSDOT Specifications Manual). Designs, specifications, control plans, and bid
quantities will be finalized for use by the City in bidding and construction the project. Our
information wig be provided to Taylor Engineers electronically (in AutoCad and Word) for
production andincorporation into masters and documentation.
Budget and Schedule
ITS, LLC. staff anticipates a that 272 staff hours will be required to develop the scope of services outline
above, for a total budget of $23,139.76. See attached Exhibit E for Sub - Consultant Fee Determination,
We will require 11 weeks to assist with traffic control plans, demolition plans, and generate initial and final
designs. 'Phis schedule assumes expedient agency reviews and incorporation of designs into project master
plans.
