CALL TO ORDER Commissioner Kogle called the meeting to order at 6:01 pm. II. PLEDGE OF ALLEGIANCE The Commission, audience, and staff recited the Pledge of Allegiance. III. APPROVAL OF MINUTES Commissioner Sands pointed out one in the Commission reports, paragraph 1, line three, says there are two new roundabouts it should state there is a roundabout in the City of Spokane in a high traffic area and one at a dangerous rural intersection in Spokane County, both seem to be working well. �n��i�n�° �n� �� � ��� � ���� � n�i�� �� � 6���� � � �� �� . �nv���i�n� �� , ��n� � ����� VI. PUBLIC COMMENT No Public Comment VII. COMMISSION REPORTS Commissioners Beaulac reported on the City Council meeting of Feb. 215, zooe Commissioner Robertson, Sands, Blum and Kogle had nothing to report VIII. ADMINISTRATIVE REPORTS Director Sukup reported that staff received 4 responses to the Request for Proposal on the Sprague/Appleway Sub-area Plan. The Committee will review the plans and interview all 4 companies. Only one Planning Commissioner will participate in the interview and selection process. The City Council approved the e�ension of the UR-1 zoning in the Ponderosa and Rotchford Acres areas for February 23, 2006 Planning Commission Minutes Page 1 of 3 Spokane Valley Planning Commission Minutes another 6 months. Upcoming items for the ne� meeting agenda are billboards, bus benches and signs on them and off-road vehicles.Staff will prepare an advanced agenda for the upcoming meetings. IX. COMMISSION BUSINESS A. NEW BUSINESS: Public Hearing: AN ORDINANCE AMENDING SPOKANE VALLEY MUNICIPAL CODE SECTION 10.30.060 AS FOLLOWS; REPEALING CHAPTERS 14.406 AND 14.412; AMENDING CHAPTERS AND SECTIONS 14.402.140, 14.404.082(5), 14.404.102(2), 14.504.020, 14.504.040, 14.504.060, 14.512.000, 14.702.100(3), 14.706.060, AND 14.806.080 OF THE CITY'S INTERIM ZONING CODE PERTAINING TO ENFORCEMENT AND ADMINISTRATIVE APPEALS, PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE. This ordinance conforms the zoning regulations with the adopted process for Hearing Examiner appeals, corrects conflicts in the zoning ordinance and changes the references to the Spokane Valley Municipal Code (SVMC). Hearing opened at 6:12, closed immediately seeing no one to comment. No discussion. Commissioner Robertson moved to recommend approval of the ordinance to the City Council. Second by Commissioner Beaulac. Motion passed. Public Hearing: AN ORDINANCE REPEALING SPOKANE VALLEY MUNICIPAL CODE CHAPTER 7.10 RELATING TO JUNK VEHICLES IN ITS ENTIRETY; REPEALING AND AMENDING SECTIONS OF THE SPOKANE VALLEY MUNICIPAL CODE SECTIONS 7.05.010-200 RELATING TO NUISANCES. This ordinance will incorporate the junk vehicles into the all purpose nuisance ordinance, clean up and streamline the nuisance process for the code compliance officers. Public hearing opened/closed at 6:15, no one to testify. No discussion. Commissioner Blum moved and was seconded by Commissioner Robertson to recommend approval of this ordinance to the City Council. Motion passed. Commissioner Beaulac suggested that the definitions found in this ordinance and those proposed in the ordinance amending Sections 10.30.150-600 following be identical. Public Hearing: AN ORDINANCE REPEALING OR AMENDING SECTIONS OF THE SPOKANE VALLEY MUNICIPAL CODE SECTIONS 10.30.150-600 RELATING TO CODE COMPLIANCE. The amendments will remove the priority level system, remove references to notice of violation, replaced with the notice of order. Since citations are reserved for commissioned law enforcement personnel reference to citations has been removed. With no one to testify the public hearing was opened and closed at 6:24. Commissioner Robertson moved to recommend approval to the City Council of this ordinance. Second by Commissioner Sands. Motion passed unanimously. Public Hearing: AN ORDINANCE REPEALING SPOKANE VALLEY ORDINANCE 05-015 IN ITS ENTIRETY, WHICH RENUMBERED February 9, 2006 Planning Commission Page 2 of 3 Spokane Valley Planning Commission Minutes VARIOUS PROVISIONS OF THE SPOKANE VALLEY MUNICIPAL CODE. The proposal reverses an earlier ordinance re-numbering certain provisions. Public hearing was opened and closed at 6:32 with no one testifying. It was moved by Commission Blum and seconded by Commissioner Beaulac that the Commission recommend approval to the City Council of this ordinance. Motion passed. Public Hearing: AN ORDINANCE REPEALING PORTIONS OF SPOKANE VALLEY MUNICIPAL CODE SECTION 10.30.060 AS ESTABLISHED BY SPOKANE VALLEY ORDINANCE 03-053 RELATING TO CERTAIN ZONING CLASSIFICATIONS. This ordinance removes zoning classifications that do not apply within the city. Public hearing opened at 6:35 and closed at same time with no testimony. Commissioner Beaulac moved to recommend approval to the City Council. Second by Commissioner Blum, motion passed. OLD BUSINESS: Definitions: Director Sukup noted that staff had received comments from Hanson Industries in regard to the Corridor Mixed-Use Zone. Various definitions and the classification were discussed. S X. FOR THE GOOD OF THE ORDER The City's Governance Manual was provided pursuant to Commissioner Blum's request for use in reviewing the Rules of Procedure discussion. Commissioner Sands made suggestions about how to simplify marking the paperwork between the mailed packet and the printed package received the night of the commission meeting. Commissioner Blum asked to be excused during the month of March. Commissioner Sands will participate on behalf of the Planning Commission in the selection of a consultant for the Sprague/Appleway Subarea Plan. XI. ADJOURNMENT Commissioner Robertson motioned for adjournment, seconded by Commissioner Blum to adjourn at 7:19 pm.
