I.CALL TO ORDER
ChairwomanKoglecalled the meeting to order at 6:09pm.
II.PLEDGE OF ALLEGIANCE
Commissioners, staff and audience stood for the pledge of allegiance
III.ROLL CALL
Commissioners Kogle,Blum, Beaulac, Carroll, Robertsonand Sandswere present.
Commissioners Crosbyarrived at 6:42.
Staff attending the meeting: Marina Sukup, Community Development Director, Deanna
Griffith, Administrative Assistant.
IV.APPROVAL OF AGENDA
It was moved by CommissionerRobertsonsecondedby Commissioner Blum,and
unanimously agreed to accept theMay 24, 2007agenda as presented.
V.APPROVAL OF MINUTES

Commissioner Blum moved that the minutes for May 10be approved as presented. It
wasseconded and approved.
VI.PUBLIC COMMENT
Ron Little, 18919 E. Broadway, RV’s Northwest. Mr. Little stated that he had sent
forward comments regarding the UDC and the zoning and wondered if the Commission
had taken them into consideration. The Chair Kogle explained to Mr. Little how the
process worked and that the Commission did remember Mr. Little’s comments and that
they would be considered with the other comments received.
VII.COMMISSION REPORTS
None of the Commissioners had anything to report.
VIII.AMINISTRATIVE REPORTS
Director Sukup stated that her last day of work for the City of Spokane Valleywould be
June 22, 2007. She explained to the Commissioners that she would like to be able to
forward the rest of the UDC to the Council before that time.
IX.COMMISSION BUSINESS
Deliberations; Definitions Beginning at metal processing
Park and Ride, add people using transit services
o
Paved surfaces, add Grasscrete, grass block and paver blocks
o
Removed paper pulp from timber
o
Professional engineer, change to read Professional civil engineer, change to
o
Professional engineering geologist, change Professional inspection to reflect
these changes.
Race course, delete vehicles, horses and dogs.
o
Rolling mill, change to say purchased metals

Change the definition for soil to the original.
o
Stormwater drainage, place a comma between infiltrate and evaporate.
o
Stealth is defined twice. Once in telecommunications, once on its own, strike

the one on its own.
New definition of Espresso stand is fine.
o
Look at definition of water related, does not read right. Including but not
o
limited to.
Definitions are done.
Start with the use matrix;
Apparel/tailor shop allowed in Garden Office as accessory use only
o
Change the definition of auction yard to include enclosed building, add Auction
o
house use and definition
Banks and Savings and Loans allowed in Garden Office district
o
Strike light assembly from City Center
o
Allow Book/ Stationary store in Garden Office
o
Take candy and confectionary out of Industrial
o
Remove Casino from Community Facilities
o
Remove indoor theater from Community Facilities
o
Take carpet cleaning services out, leave carpet cleaning plant in.
o
Remove Vocation/professional schools out of Neighborhood Corridor, add
o
professional schools to Garden Office, remove College from Neighborhood
Commercial.
Community Residential Facility should be allowed in R-3 for 6 or less people.
o
Change the definition of computer services to that it will fit into a
o
Neighborhood Commercial district and allow it there.
Convenience store –make it an accessory use only in the Office, Garden Office
o
and City Center. Fueling would be an accessory use
Drug store as an accessory use in Garden Office
o
Remove dry cleaning/laundry supply plant from Corridor Mixed Use.
o
Change dwelling accessory apartments to units and add to all low density
o
residential.
