I.CALL TO ORDER
ChairmanKogle called the meeting to order at 6:00 pm.
II.PLEDGE OF ALLEGIANCE
The Commissioners, Staff and Audience stood and recited the Pledge of Allegiance
III.ROLL CALL
Commissioners Kogle, Blum, Beaulac, Carroll, Crosby,Robertsonand Sands were
present. Staff attending the meeting: Kathy McClung, Director of Community
Development, Greg McCormick, Planning Manager, Scott Kuhta, Long Range Senior
Planner, Mike Basinger, Associate Planner, Deanna Griffith, Administrative Assistant
IV.APPROVAL OF AGENDA
Commissioner Blummoved the Nov. 8,2007agenda be approvedas presented,
second by CommissionerRobertson. Motion passedunanimously.
V.APPROVAL OF MINUTES
There were no minutes to approve
VI.PUBLIC COMMENT
Dwight Hume, 9101 Mount View Lane – Mr. Hume expressed that he would like to
suggest that the City change the submittal date for their Comprehensive Plan
amendments. He noted that it is the day after the City of Spokane’s deadlineand it
makes it difficult to try and get all the required paperwork done if you are trying to
meet tothosecompetingdeadlines. Mr. Hume asked that a different date be chosen
in order to make it easier on people who need to file Comprehensive Plan
amendments.
VII.COMMISSION REPORTS
All the Commissioners had nothing to report.
VIII.ADMINISTRATIVE REPORTS
Director McClung reported that Mike Jackson, Parks and Recreation Director had been
promoted to Deputy City Manager.
IX.COMMISSION BUSINESS

The Commissioners discussed and agreed to proceed with one amendment at a
time and allow public comment on each item separately.
CPA-10-07–This Comprehensive Plan amendment was continued from last
meeting and the public comment was closed. Staff explained that it hadput
together a GIS analysis of the area in question, the different uses surrounding
the proposed area. Staff discussed the need for having Regional Commercial at
freeway interchanges, however based on community input would recommend
changingnineparcels located just east of Greenacres Rd. and just north of Alki
Ave. from the Regional Commercial to Low Density Residential as in the original
amendmentrecommendation.
After discussion Commissioner Beaulac made a motion to recommend approval
to the City Council of CPA-10-07 amended to exclude the nine parcels located
east of Greenacres Rd. and between Broadway Ave. and Alki Ave. The motion
was seconded by Commissioner Robertson. Discussion continued and
Commissioner Carroll offered a friendly amendment to the motion to add the two
large parcelseast of the staff proposed nine parcels to the low density residential
area in the amendment recommendation. Vote on the amendment to the motion
is four to three; the two parcels will be added to the original motion. Vote on
the original motion is five to two in favor of the amended amendment.
CPA-11-07-This Comprehensive Plan Amendment is located on the south side of
Nora, just east of Park Rd. There is a soccer center on the property now, the
change suggested is from public/quasi-public to light industrial. Commissioner
Kogle opened the public hearing and seeing no one who wanted to testify, closed
the public testimony.Commissioner Crosby made a motion to recommend
approval of CPA-11-07 to the City Council, second by Commissioner Robertson.
Vote on the motion is unanimous.
CPA-12-07-is located on the south side of BroadwayAve. and west of Ella Rd.
There is Office across the street, requesting to change from High Density
Residential to Office. Discussion why the change is not to Mixed Use, is would
not be a benefit to thearea, it is what the property owner would like, and there
isno other Mixed Use in the area. Commissioner Kogle opened the public hearing
and seeing no one who wanted to testify, closed the public testimony.
Commissioner Crosby made a motion to recommend approval ofCPA-12-07 to
the City Council, second by Commissioner Robertson. Vote on the motion is
unanimous.
CPA-13-07-this property is located onPines Rd. between Pinecroft Business Park
and TrentAve. Staff is recommending this change to be consistent with rest of
area. Therecommended change is from Community Facilities, to MixedUse.
Discussion surrounded the property being close tothe bike pathand theriver,
wanting it to be protected, the possibility of it being changed to I-2, based on a
earlier discussion by the property owner during UDC hearings. Commissioner

Kogle opened the public hearing and seeing no one who wanted to testify, closed
the public testimony. Commissioner Crosby made a motion to recommend
approval ofCPA-13-07 to the City Council, second by Commissioner Robertson.
Vote on the motion is unanimous.
CPA-14-07-This amendment is located on Mission Ave. near Union. The
proposed change is from Community Facility to Garden Office. Commissioner
Kogle opened the public hearing and seeing no one who wanted to testify, closed
the public testimony. Commissioner Robertson made a motion to recommend
approval of CPA-14-07 to the City Council, second by Commissioner Crosby. Vote
on the motion is unanimous.
CPA-15-07-This property is located at12912 E 12th Ave., McDonald and 12th. It
is Hohman Gardens RetirementCommunity, which is owned by churchlocated in
front of it. The proposed changeis from Public/Quasi-public to High Density
Residential. Discussion concerned changing the designation based on the
owner, however it is the what is currently the use on the ground. Commissioner
Kogle opened the public hearing and seeing no one who wanted to testify, closed
the public testimony. Commissioner Sands made a motion to recommend
approval of CPA-15-07 to the City Council, second by Commissioner Beaulac.
Vote on the motion is unanimous.
CPA-16-07-The property is located at1409N Long Rd., it is asingle family
residence. The recommended change is from Public/Quasi-publicto Low Density
Residential. Commissioner Kogle opened the public hearing and seeing no one
who wanted to testify, closed the public testimony. Commissioner Crosby made a
motion to recommend approval of CPA-16-07 to the City Council, second by
Commissioner Beaulac. Vote on the motion is unanimous.
CPA-17-07-This amendment is located at 924N. Pines Rd. the proposed change
is to Corridor Mixed Use from High Density Residential. Commissioner Kogle
opened the public hearing and seeing no one who wanted to testify, closed the
public testimony. Commissioner Crosby made a motion to recommend approval
of CPA-17-07 to the City Council, second by Commissioner Blum. Vote on the
motion is unanimous.
Commissioner Kogle opened the public hearing for Comprehensive Plan Chapter
3, Transportation. Planning Manager, Greg McCormick, stated that most of the
proposedchanges are annual housekeepingissues. There are proposed changes
to the freight and good transportation system, changes expanding on the
Centennial Trail,updatingof the STA bus schedule.It also includes a Spokane
Airportandintermodal transportationupdate. Chapter 3 also has updated
policies covering the right of way for future rapid transit systems. Map 3.1, the
City's Arterial Street Plan, has been updated to match with the Federal
designations. Seeingno who wishes to testifyCommissioner Kogle closed the
public hearing. Commissioner Beaulac made a motion to recommend approval of
chapter 3 to the City Council as proposed, second by Commissioner Blum. The
voteon the motion isall in favor.
Commissioner Kogle opened the hearing for Comprehensive Plan Chapter 4
Capital Facilities. Mr. McCormick stated that changes made were to update the
table 4.38, which would get updated every year for City's 6-year Transportation
Improvement Projects (TIP) Program numbers. There is also an update to Map
4.3, Parks and Recreation, in order for it to match the Parks Master Plan. Seeing
no who wishes to testify Commissioner Kogle closed the public hearing.
Commissioner Blum made a motion to recommend approval of chapter 4to the

City Council as proposed, second by Commissioner Carroll. Thevoteon the
motion isall in favor.
NEWBUSINESS: There was no new business

Commissioner Crosby announced he will not be asking for reappointment to the
Planning Commission.
