I.CALL TO ORDER
Chairman Robertson called the meeting to order at 6:01 p.m.
II.PLEDGE OF ALLEGIANCE
Commissioners, staff and audience stood for the pledge of allegiance
III.ROLL CALL
Commissioners Robertson, Beaulac, Carroll, Kogle, Sands, and Sharpe were present.
Commissioner Eggleston absent.
Staff attending the meeting: Greg McCormick, Planning Manager; Mike Basinger, Senior
Planner; Micki Harnois, Associate Planner; Tavis Schmidt, Assistant Planner; Deanna
Griffith, Administrative Assistant.
IV.APPROVAL OF AGENDA
It was moved by Commissioner Beaulac seconded by Commissioner Kogle, and
unanimously agreed to accept the May 1, 2008 agenda as presented.
V. APPROVAL OF MINUTES
There were no minutes to approve.
VI. PUBLIC COMMENT
Mike King, 9300 E. Sprague Ave. Mr. King began to give testimony on the
Sprague/Appleway Revitalization Plan regarding Neighborhood Commercial being
allowed to move south down the major intersections that have I-90 access.
Commissioner Robertson stopped Mr. King stating that we were still in a written
comment period over the Plan and to submit his comments in writing to the
Commission.

IX.COMMISSION BUSINESS
New Business — Study Session, Comprehensive Plan amendments.
Senior Planner Mike Basinger made a small introduction to the Comprehensive Plan
amendments and the process the Commission would be taking in the ne� two weeks.
Mr Basinger also explained to the Commission that the public hearings for CPA-07-08
and CPA-08-08 would have to be held on May 22, based on a noticing error that
occurred. Mr. Basinger introduced Associate Planner Micki Harnois.
CPA-01-08, Ms. Harnois explained that the request was located at 1112 and 1204 N.
Mamer. Requesting to change to Medium Density Residential and MF-1 to
accommodate an expansion of a retirement facility located at the parcels ne� to these.

CPA-02-08, Ms. Harnois stated this request was located between Dick and Vista north
of Trent Ave. She also explained that the request is to change the property to
Community Commercial.
CPA-03-08, Associate Planner Harnois stated that this request is located between
Marguerite and Alki, there are 5 parcels which all have the same owner. Currently it is
Low Density Residential and the owner would like to have it changed to Garden Office
which these are ne� to Office currently.
CPA- 04-08, Assistant Planner Tavis Schmidt explained to the Commissioners that this
amendment request was located south of Appleway at 120 S Tschirley, it is 3 parcels
which is currently Corridor Mixed Use. They proponents would like to have this
changed to Medium Density Residential.
CPA-05-08, Mr. Schmidt stated that this parcel is located north of Broadway at 11901
E Broadway south of Cataldo. The request is to change this to Garden Office. The
question came if this parcel has a stone house on it, the answer was yes and the
applicant stated he was planning on leaving it and making it into an office.
CPA-06-08, is located ne,xt to CPA 05-08 but is not the same owner. Mr. Schmidt
stated that this request is for the same as 05-08, changing from residential to Garden
Office.
CPA-07-08, this request is located at 228 S. Carnahan as explained by Senior Planner
Basinger, is being requested to change from Low Density Residential to Community
Commercial.
CPA-08-08, Mr. Basinger stated that this request is located at the corner of 6 Ave
and Sullivan Rd. and the applicant would like to change it from Low Density Residential
to Community Commercial.
After these presentations of the map amendments, Mr. Greg McCormick, Planning
Manager, stepped to the microphone to explain the te,xt amendments being proposed.
Mr. McCormick explained that most of the proposed changes are updates to data and
data tables contained within the Chapters themselves. Chapter 3-Transportation has a
completely new bike and pedestrian map and supporting te�. Chapter 8-Natural
Environment has some updates to the Goals and Policies, but the Chapter2-Land Use
has the most significant changes made to it. Mr. McCormick stated that the additions
to the Land Use chapter included the developed urban growth area boundaries and
potential annexation areas and uses in Corridor Mixed Use and Mixed Use Center. The
Commissioners questioned Mr. McCormick on the potential annexation areas and how
that fits with the urban growth area boundaries.
Old Business — No old business for this evening.
X. GOOD OF THE ORDER
A reminder for the Commissioners of the upcoming meeting on Monday evening May 5,
for the Sprague/Appleway Revitalization Plan deliberations. Please send any topics of
concern to the staff.
