I.CALL TO ORDER
Chair called the meeting to order at 6:00 pm.
II.PLEDGE OF ALLEGIANCE
Commissioners, staff and audience stood for the pledge of allegiance
III.ROLL CALL
Commissioners Robertson, Beaulac, Carroll, Kogle, and Sharpe were present.
Commissioners Eggleston and Sands was absent and excused.
Staff attending the meeting: Greg McCormick, Planning Manager; Cary Driskell, Deputy
City Attorney; Mary Kate McGee, Building Official; Christina Janssen, Assistant Planner;
Deanna Griffith, Administrative Assistant.
IV.APPROVAL OF AGENDA
It was moved by Commissioner Kogle, seconded by Commissioner Beaulac, and
unanimously agreed to accept the September 25, 2008 agenda as presented.
V. APPROVAL OF MINUTES
There were no minutes to approve.
VI. PUBLIC COMMENT
There were no Public Comments.
VII. COMMISSION REPORTS
There were no Commission reports.
VIII. ADMINISTRATIVE REPORTS
Planning Manager McCormick stated that the package on the dais is the 2008
Comprehensive Plan amendments, that need to replace the current pages in the
Commissioners notebooks, that the Council is currently in deliberations on the
Sprague/Appleway Revitalization Plan and having issues with some of the problems
that the public has brought up lately.
IX.COMMISSION BUSINESS
New Business — Public Hearing UDC Code Amendment Title 7 and Title 17
Amendment to allow for Graffiti and Enforcement changes
Chair Robertson opened the public hearing at 6:08 p.m. Deputy City Attorney Cary
Driskell made a presentation to the Commissioners Deputy City Attorney Cary Driskell
made a presentation to the Commissioners regarding the proposed amendments to
Title 7 and Title 17. Mr. Driskell stated that to Title 7 staff is proposing to add a
definition for graffiti, amending 7.05.040 nuisances prohibited to correctly reflect the
adopted building code, adding accumulations of materials, garbage, recyclables,
furniture, and machinery. Correcting the residential zoning district names and adding
graffiti as a nuisance. Mr. Driskell also explained to the Commission staff is proposing
to amend Title 17, 17.90.040 which will allow if a person is successful in appealing a
administrative decision that they appeal fee will be refunded to the applicant. Mr.

Driskell also stated there was language in 17.100.080 which had been added to assist
in helping with enforcement of the code which had never been used and after
discussion with the compliance officers, was unnecessary so it was being removed. As
well as language in 17.100.250 was deemed unnecessary to assist in enforcement,
and some other minor language clean-up was being taken care of.
Commissioner Robertson opened the floor for public testimony. Seeing no one that
wished to testify, the Chair closed the public hearing. Commissioner Carroll made a
motion to recommend approval to the City Council of the proposed amendments to
Title 7 and Title 17. Second by Commissioner Kogle, vote is unanimous in favor.
Motion passes.
New Business — Public Hearing UDC Code Amendment Title 19, various
changes:
Chairman Robertson opened the public hearing at 6:26 p.m. Assistant Planner
Christina Janssen made a presentation to the Commission regarding the proposed
amendments to Title 19, Residential Standards. Ms. Janssen explained the following
proposed changes to this Title.
19.120.010 Section 19-A (Schedule of Permitted Uses) amended to allow
medical/dental clinics to locate in the Garden Office District. The difference between
offices and clinics are the number of physicians allowed. Staff is also amending the
legend markers in the matrix to read better after being codified.
Chapter 19.30 (Changes and Amendments) Remove item 7 which requires that there
have been substantial changes in an area since the adoption of the code.
Chapter 19.40.120 (Manufactured Housing) Update the required roof pitch to reflect
what is required by state law, and add a provision which would allow the replacement
of existing single wide manufactured homes under certain circumstances.
Chapter 19.40.020 (Residential Standards) Update the matrix to allow for a reduced
duplex lot size, correct the lot width in the MF-1 zone so that it is correct
mathematically, and update the matrix to include information related to the setback of
structures from a private driveway easement. Ms. Janssen explained to the
Commissioners how the setbacks from the private driveway easement worked and how
it would better suit the homeowners.
Chapter 19.40.010 (General Provisions) Add a provision which would allow certain
accessory structures to encroach into the required setbacks and add requirements
related to the placement of outdoor lighting in residential areas. There were examples
of the accessory structures, like porches, decks, heat pumps, and also examples of
outdoor lighting that is not in the public right-of-way. Commissioners wanted a line
added to the amendment that this rule does not apply to public street lighting.
Commissioner Carroll was concerned that a wheel chair ramp would need to be a
certain width and not within the guidelines listed. He would like this called out
separately to fit into the building code standards, in residential and commercial.
Chapter 19.60.010(General Requirements) Add a provision which would allow certain
accessory structures to encroach into the required setbacks, and add a requirement for
the screening of refuse storage areas. Ms. Janssen showed examples of these types
of structures, fire escapes, canopies, mechanical equipment.
Chapter 19.70.010 (Light Industrial District) Add a provision which would allow certain
accessory structures to encroach into the required setbacks.
Chapter 19.70.020 (Heavy Industrial District) Add a provision which would allow certain
accessory structures to encroach into the required setbacks.

After Ms. Janssen's presentation, Commissioner Robertson opened the podium up for
public testimony, see none, he closed the public hearing at 7:08 p.m. Commissioner
Kogle made a motion to recommend approval of the proposed amendments to Title 19,
with the suggested changes by the Commissioners to the outdoor lighting and the
wheelchair ramps, to the City Council. Commissioner Beaulac seconded, vote was
unanimous, motion passed.
X. GOOD OF THE ORDER
There was nothing for the good of the order.
