Minutes - 01/08/2009 Spokane Valley Planning Commission Approved Minutes Council Chambers — City Hall, 11707 E. Sprague Ave. January 8, 2009 I. CALL TO ORDER Vice-Chair Carroll called the meeting to order at 6:00 p.m. II. PLEDGE OF ALLEGIANCE Commissioners, staff and audience stood for the pledge of allegiance III. ROLL CALL Commissioners Carroll, Eggleston, Mann, Sands, Sharpe and Towey were present. Commissioner Robertson was absent and excused. Staff attending the meeting: Greg McCormick, Planning Manager; Micki Harnois, Associate Planner; Deanna Griffith, Administrative Assistant. IV. APPROVAL OF AGENDA It was moved by Commissioner Sands to add a new item to the agenda, snow removal, under new business. It was second by Commissioner Eggleston and unanimously voted to accept the January 8, 2009 agenda as amended. V. APPROVAL OF MINUTES There were no minutes to approve. VI. PUBLIC COMMENT There was no public comment. VII. COMMISSION REPORTS No Commission reports VIII. ADMINISTRATIVE REPORTS Mr. McCormick stated it had been announced that Chairman Ian Robertson has been chosen for the Citizen of the Year award for the Valley Chamber. Mr. McCormick also stated that the Airport Overlay Zone was going to the City Council for an update on the Planning Commission recommendation, the Public Hearing Draft of the proposed Street Standards has been issued and the staff will be holding a Developer's forum on Jan. 23, the Local Planning Short Course is schedule for Jan 22. Mr. McCormick also gave an update on Sprague/Appleway Revitalization Plan where the City Council is still in deliberations but moving forward. IX. COMMISSION BUSINESS A. Old Business — Public Hearing STV-04-08 a portion of Tschirley Associate Planner Micki Harnois made a presentation to the Commission regarding the area under proposal for STV-04-08, portions of Tschirley Rd. Ms. Harnois showed map of area, she stated that three property owner submitted applications for the vacation. There are three parcels involved in the vacation and there is an existing building that is on one parcel. There was discussion surrounding the fact that at the time of the building permit, it did not show that the building was on a current right-of-way. Records indicated that it had already been vacated. There was also discussion regarding how the property would be 01-08-2009 Planning Commission Minutes Page 1 of 2 accessed it the road was vacated, and what would happen to the home that is located on the property. Commissioner Carroll opened the public hearing at 6:16 p.m. and after reading the rules of the public hearing asked for people to testify. John Sawyers, Whipple Consulting 2528 N Sullivan: Mr. Sawyers stated he was the he was the engineer for the project and was here to answer questions if the Commissioners had them. Mr. Mann asked how the railroad felt about the loss of the right-of-way. Mr. Sawyers stated that the railroad wanted to still serve the lumberyard and was working with the property owners. Mark Griffith, 17524 E Euclid: Mr. Griffith stated he was speaking for owner. Mr. Griffith stated that they had been working with the railroad, but had only seen the request from the railroad earlier in the day. (Staff had received notice from the railroad that they would like to have their half of the vacated road) Mr. McCormick stated that there would be time between the Planning Commission recommendation and the City Council would like to make sure things would be settled with regard to Union Pacific Railroad and property rights. Commissioner Carroll closed the public hearing at 6:23 p.m. Commissioner Sands made a motion to recommend approval of STV-04-08 to the City Council second by Commissioner Eggleston. The vote was unanimous. in favor of the recommendation. B. New Business —Snow Removal Commissioners discussed how the amount of snow has made them more aware of the need to create pedestrian walk ways, wider sidewalks, green spaces for snow removal. Things that were discussed were covered bus stops, a snow removal ordinance, bus-turnouts, Comprehensive Plan amendments to bring these items as policies. Mr. McCormick, in his discussions with the Commissioners, stated that covered bus stops, bus benches, bus turn-outs would be things that are governed by Spokane Transit and up to them to control. The City already has a snow removal ordinance and it is handled on a complaint driven basis. However, with the amount of snow this year in the amount of time, it has been difficult for anyone to keep up. The Comprehensive Plan has sections in it that cover pedestrian friendly communities. X. GOOD OF THE ORDER There was nothing for the good of the order. XI.
