Minutes - 09/10/2009 Spokane Valley Planning Commission APPROVED Minutes Council Chambers — City Hall, 11707 E. Sprague Ave. September 10, 2009 I. CALL TO ORDER Vice-Chair Carroll called the meeting to order at 6:00 pm. II. PLEDGE OF ALLEGIANCE Commissioners, staff and audience stood for the pledge of allegiance III. ROLL CALL Commissioners Carroll, Eggleston, Mann, Towey, Sharpe, and Sands were present. Staff attending the meeting: Kathy McClung, Director; Christina Janssen, Assistant Planner; Deanna Griffith, Administrative Assistant. IV. APPROVAL OF AGENDA It was moved by Commissioner Eggleston, seconded and unanimously agreed to accept the September 10, 2009 agenda as presented. V. APPROVAL OF MINUTES There were no minutes to approve. VI. PUBLIC COMMENT There was no public comment. VII. COMMISSION REPORTS There were no Commission reports VIII. ADMINISTRATIVE REPORTS Director McClung stated that on Sept. 24 there would be three public hearings, one for residential lighting, a batch of code amendments and the street standards. The Director also shared that on October 1, the City staff would hold the 6 Developer's Forum. On October 8, there will be a joint open house to discuss UGA issues with Spokane County. Director McClung also requested that the Commission hold a special meeting on October 1 in order to have a study session regarding a citizen initiated code amendment regicide affordable housing bonus densities. This subject will be coming up for a public hearing on October 8, 2009. IX. COMMISSION BUSINESS New Business — Study Session Code Amendment 19.40.010, Residential lighting standards. Assistant Planner Christina Janssen made a presentation to the Commissioners regarding the proposed amendment to the zoning code regarding residential lighting standards. Ms. Janssen stated that this subject had come before to the Commission but staff had determined that it would be difficult to enforce so they have been working to make it more acceptable. Ms. Janssen then explained the proposed changes to the code in 19.40.010. Lighting shall be provided within parking lots, along pedestrian walkways and accessible routes of travel, heights of fixtures shall be limited, lighting shall be shielded from producing 09/10/2009 Planning Commission Minutes Page 1 of 2 off-site glare, street lighting is exempt from these regulations. Commissioners questions concerned how the street lighting would be exempt from these standards and should the limiting heights state not higher than or not lower than in the regulations. X. GOOD OF THE ORDER There was nothing for the good of the order. XI.
