L CALL TO ORDER
Chair Carroll called the meeting to order at 6:00 pm.
IL PLEDGE OF ALLEGIANCE
Commissioners, staff and audience stood for the pledge of allegiance
IIL ROLL CALL
Commissioners Carroll, Hall, Mann, Sands, Sharpe and Woodard were present.
Commissioner Eggleston was absent.
Staff attending the meeting: Kathy McClung, Community Development
Director; Greg McCormick, Planning Manager, Mike Basinger, Senior Planner;
Christina Janssen, Assistant Planner; Deanna Griffith, Administrative Assistant.
IV. APPROVAL OF AGENDA
It was moved by Commissioner Sands, seconded and unanimously agreed to
accept the February 25, 2010 agenda as presented.
V. APPROVAL OF MINUTES
There were no minutes to approve.
VL PUBLIC COMMENT
There was no public comment.
VIL COMMISSION REPORTS
Commissioner Sands reported that she attended the 02-23 City Council meeting.
Commissioner Mann stated he attended a realtor's meeting between Spokane
County and Kootenai County and reported that the findings of of the area
market were not promising.
VIIL ADMINISTRATIVE REPORTS
Director McClung reported that March 2, would be the joint study session with
the Council regarding the Shoreline Master Program. The Director also stated
that she has received notice from the Spokane Home Builders Association who
was looking for a community member to join a committee regarding land trust
issues.

IX. COMMISSION BUSINESS
New Business: Public Hearing — 2010 Comprehensive Plan Amendments
Public Hearing
Senior Planner Mike Basinger made a presentation regarding the 2010
Comprehensive Plan amendment process, and Assistant Planner Christina
Janssen and Mr. Basinger would be sharing the duties to assist the
Commissioners the review of the information. Mr. Basinger would be doing the
text amendments while Ms. Janssen explained the map amendments.
Assistant Planner Janssen presented the proposed map amendments:
CPA -01-10 — The map amendment is located on the corner of Broadway Ave.
and Park rd. This is a privately initiated amendment to change from Low
Density Residential to Neighborhood Commercial. Commissioner Woodard
asked if there was any community response, Ms. Janssen stated she had
received two phone calls one in opposition and one in support. No reason was
given for the opposition. Commissioners discussed the surrounding area, the
parcel next door and the middle school right behind.
Chair Carroll read the rules of the hearing and opened the public hearing at 6:22
p.m.
Gary Bernardo, Bernardo Wills, representing the applicant Head Waters
Development: Mr. Bernardo explained that this change would be expanding the
existing neighborhood commercial zone. This addition to the neighborhood
zone creates a cluster around the intersection instead of strip development,
which is in support of the Comprehensive Plan. Mr. Bernardo also addressed
the concerns raised regarding having some of the allowed uses in a
neighborhood area.
CPA-02-10 — This map amendment is located north of the river and Sullivan
Park and west of Sullivan Rd. This change is being proposed by staff to correct
a mapping error, request to change from Parks and Open Space to I-2 which is
the current use. This land is owned by the WSDOT. There was no public
comment regarding this amendment.
CPA-03-10 — This is also a City initiated map amendment located in the
Industrial Park This will correct a mapping error from Community
Commercial to I-2. This property is behind the commercial strip on Sullivan
Rd. This property is currently being used as heavy industrial.
CPA-04-10 — Sr. Planner Basinger will finish the text amendment presentations.
The 2010 text amendments consist of minor updates to reflect current conditions
and new policy direction at the federal, state and regional leveL Mr. Basinger
stated that policy language was added to supplement existing goals to insure
consistency with state and federal initiatives that will likely offer future funding
opportunities. This amendment is to Chapter 2, Land Use policy language
was added to support development agreements in association with
Comprehensive Plan amendments, policies were added to support acquiring
open space land for the community heritage, schools and open space.

CPA-05-10 — Chapter 3 Transportation updated map 3. lwith the reclassification
of Conklin and Indiana, map 3.2 which added new bike lanes with restriping
and repaving added map 3.7 which identifies future local access streets, polices
were added to supplement idling synchronize traffic signals, linking facilities
with non-motorized transportation routes, increasing the total miles of bike
lanes, and encouraging fuel efficient vehicles in public transportation.
CPA-06-10 — Chapter 4 Capital Facilities updated 6-yr TIP. updated LOS table,
updated growth assumptions to reflect the population allocation numbers
approved by the Board of County Commissioners, policies were added to
supplement water conservation, the appropriate use of waste water treatment
systems, recycling to reduce waste, limiting the use of harmful chemicals,
educations programs for local that result in local employment. These policies
support some regional and federal initiatives.
CPA-07-10 — Chapter 7 Economic Development updated map 7.1 to reflect
current development activity, added policies to supplement existing goals to
support local businesses, buy local campaigns, living wages, efficient practices,
clean technologies.
CPA-08-10 — Chapter 8 Natural Environment policies were added to
supplement existing goals for protect aquifer and habitat species. Mr. Basinger
talked about the Well Head Protection program and how it is being incorporated
into these goals.
Mr. Basinger explained what the Planning Commission's options are for making
recommendations to the Council regarding the Comprehensive Plan
amendments. There was a question regarding reclassification of streets on
CPA-OS-10.
FJ Dullanty, letter read into the record. This letter stated that Mr. Dullanty
represents Centennial Properties. Mr. Dullanty's letter requests more time to
review the material for comment but noted that he believed there was not a
sufficient reference to existing property rights or the protection of said rights.
Chair Carroll closed the public testimony at 6:45 p.m.
Commissioner Sands made the motion that The Planning Commission finds
CPA-01-10 to be consistent with Section 17.80.140 (H) of the Spokane
Valley Municipal Code (SVMC). The Planning Commission adopts the
findings in the staff report and recommends approval of CPA-01-10, a
change to Neighborhood Commercial with a subsequent zone change to
Neighborhood Commercial (NC). Second by Commissioner Woodard.
Discussion from Commissioners regarding this motion, basic objection
stated was that a tavern would be allowed next to a middle school, that
Neighborhood Commercial is an appropriate use of the property,
positives out-weigh the negative. Vote by Acclamation: In Favor:5.
Opposed: 1, Mann. Abstentions: None. Motion carried.
Commissioner Woodard made a motion that The Planning Commission finds
CPA-02-10 to be consistent with Section 17.80.140 (H) of the Spokane

Valley Municipal Code (SVMC). The Planning Commission adopts the
findings in the staff report and recommends approval of CPA-02-10,
change to Heavy Industrial with a subsequent zone change to Heavy
Industrial (I-2). Second by Commissioner Sands. Vote by Acclamation: In
Favor: Unanimous. Opposed: None, Abstentions: None. Motion carried.
Commissioner Sharpe made a motion that the Planning Commission
finds CPA-03-10 to be consistent with Section 17.80.140 (H) of the
Spokane Valley Municipal Code (SVMC). The Planning Commission
adopts the findings in the staff report and recommends approval of CPA-
03-10, a change to Heavy Industrial and a subsequent zone change to
Heavy Industrial (I-2). Second by Commissioner Mann. Vote by
Acclamation: In Favor: Unanimous. Opposed: None, Abstentions: None. Motion
carried
Commissioner Hall made a motion that the Planning Commission finds
the 2010 Comprehensive Plan text amendments to be consistent with
Section 17.80.140 (H) of the Spokane Valley Municipal Code (SVMC). The
Planning Commission adopts the findings in the staff report and
recommends approval of CPA-04-10 through CPA-08-10, amendments to
the comprehensive plan text with the modification of CPA-O5-10,
specifically Map 3.1 Arterial Street Plan to reflect the reclassification of
Conklin Road to a Collector Arterial. Second by Commissioner Sands.
Commissioner Sands did want to point out that the City Council would be
taking public comment when these amendments come before them. Vote
by Acclamation: In Favor: Unanimous. Opposed: None, Abstentions: None.
Motion carried

Chair Carroll thanked staff for all of the hard work.
