L CALL TO ORDER
Chair Carroll called the meeting to order at 6:00 p.m.

IV. APPROVAL OF AGENDA
Commissioner Stoy made a motion which was seconded and unanimously approved to accept
the January 27, 2010 agenda as presented.
V. APPROVAL OF MINUTES
Commissioner Woodard made a motion which was seconded and unanimously approved to
accept the minutes for Nov. 18 and Dec. 9, 2010 as presented.
VL PUBLIC COMMENT
There was no public comment.
VIL COMMISSION REPORTS
Commissioner Mann reported he attended a legislative meeting in Olympia, Commissioner
Carroll noted he had attended City Council meetings
VIIL ADMINISTRATIVE REPORTS
Planning Manager Kuhta reported on the upcoming Planning Commission meeting topics,
public hearing on the animal keeping along with a study session regarding the Comprehensive
Plan amendments and continued discussion of Adult Uses at the Feb. 10, 2011 meeting. Mr.
Kuhta also reported that staff is working on the Bicycle and Pedestrian Master Plan update, and
the Shoreline Master Program update. .
IX. COMMISSION BUSINESS
A. New Business: Study Session — Code Amendment CTA-01-11, Animal Keeping as it
pertains to chickens in residential zones and animals in general in commercial zones.
Assistant Planner Christina Janssen gave a presentation regarding the research regarding
the keeping of chickens in residential zones. Ms. Janssen explained that currently in our
City you can only keep chickens if you have over 40,000 s£ Ms. Janssen stated that she

had looked at several other jurisdictions and their regulations, which was provided to the
Commissioners.

Commissioners asked several questions about the information that Ms. Janssen presented
about the chickens and chicken keeping. Commissioners questioned the options, number
of chickens, setbacks from neighbors, setbacks from property lines, roosters, code
compliance complaints, possible health department concerns, allowing free-range chickens
or requiring them to be cooped all the time, chickens for show, and residential lot options.
Ms. Janssen also stated that part of the discussions of the public hearing was determine if
other livestock be allowed to be kept in Mixed-Use commercial zones at a1L Ms. Janssen
explained that staff had received an administrative request for the keeping of livestock in a
mixed-use zone. Staff feels that this is a transition area, although it does allow residential
uses, not single family uses, and should not allow the keeping of livestock Ms Janssen
stated this will also be an item the Planning Commission will need to make a decision
about at the public hearing.
X. GOOD OF THE ORDER
Commissioner Mann noted he had read that Sr. Planner Mike Basinger had received an
award for partnering with the Health and School Districts and asked to have his thanks for a
good job passed along.
