Right of Way Agent Administrative Settlement Authority
Dear Ms. Cope:
The City of Spokane Valley hereby grants the Cope Acquisition Services, LLC Right-of-
Way Agent up to $1,000 administrative settlement authority, as needed, for any parcel
associated with the above project.
If exercising this authority is required to complete negotiations,then the Right of Way
Agent must provide the City with written justification for going over the Determination
of Value identified in the Administrative Offer Summary.

AGREEMENT TOPIC:
Argonne Rd Corridor Upgrades Project—Administrative Settlement Authority
BACKGROUND:
The Argonne Rd Corridor Upgrades Project is in the Right of Way acquisition phase, and we
need to purchase parts of six parcels before we can move to construction. The purchases range

uare feet.
Our Right of Way Sub-consultant has been talking to the owners already, letting them know we
will need parts of their parcels, and they appear willing to work with us toward quick closings.
The offers for purchase will be based on Fair Market Value, but should a property owner wholly or
partially disagree with the offer, we believe it to be in the best interest of a quick closing for the
Right of Way Agent to have additional Administrative Settlement Authority. We propose allowing
them to increase offers by up to $1,000 on individual parcels as needed to reach agreement with
the owners. A letter granting such authority to Cope Acquisition Services, LLC is attached for
signature. This authority would be for this project'only, and would expire at the end of the project.
