The following is the title and summary of Ordinance No. 12-011 passed by the Spokane Valley City
Council on the 13th day of March 2012.
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON
AMENDING SECTIONS OF SPOKANE VALLEY MUNICIPAL CODE 22.70 FENCING,
SCREENING AND LANDSCAPING; AND OTHER MATTER RELATED THERETO.
Section 1 for clarification purposes, amends general provisions for fencing, clearview triangles,
uncontrolled intersections and associated tables and diagrams. Section 1 also amends use of
barbed wire for security purposes in several zoning districts and restricts use of barbed wire
fences in residential zoning districts to the confining of animals. Section 1 clarifies types of
buffering as well as the associated tables and diagrams; and stipulates that a landscaping plan
shall be prepared and sealed by a registered landscape architect when a proposal exceeds 100
required landscape points. This section also addresses new parking stalls and landscaping points,
as well as modification of landscaping requirements and enforcement. Section 2 of the ordinance
directs that all other provisions of SVMC 22.70 not specifically referenced shall remain in full
force and effect.
