Resolution 05-019 Amending Placing on Ballot Council Salary Schedule CiTY OF SPOKANE VALLEY SPOKANE COUNTY, WASHINGTON RESOLUTION 05-019 • A RESOLUTION OF THEE CITY COUNCIL OF THE CITY OF SPOKANE VALLEY, WASHINGTON, DIRECTING THE SPOKANE COUNTY AUDITOR TO PLACE THE MATTER OF ADOPTION OF A CITY OF SPOKANE VALLEY COUNCIL SALARY SCHEDULE ON THE NOVEMBER 8, 2005 BALLOT IN ORDER TO REFER THE QUESTION TO THE QUALIFIED ELECTORS OF THE CITY FOR APPROVAL OR REJECTION. WHEREAS, This Resolution is necessary to amend the ballot language contained in Resolution 05-018 to ensure compliance with Washington State Law; and WHEREAS, Spokane Valley Ordinance 04-018 (repealing ordinance No 14) established that each city councilmember shall be entitled to receive a salary of$400.00 per month and the mayor shall be entitled to a salary of$500.00 per month; and WHEREAS; Spokane Valley Ordinance 04-018 created the Independent Salary Commission for the purpose of reviewing and establishing the salaries of the Mayor and Councilmembers; and WHEREAS, the independent Salary Commission filed its salary schedule with the City Clerk who published the same August 6 and 13, 2004, with the August 13, 2004 date considered the official filing date of the salary schedule; and WHEREAS, the published salary schedule was subject to referendum petition by the people of the City; and that a petition was filed with the City Clerk September 10, 2004, which was within thirty (30) days after the official filing date of the salary schedule; which was then filed with the Spokane County Auditor's Office September 13, 2004; and WHEREAS, September 17, 2004, City of Spokane Valley staff was informed that the elections office was not able to verify the sufficiency of the petition and the number of valid signatures within the time necessary to place such measure on the November, 2004 ballot; and thus the matter would be placed on the November, 2005 ballot; and WHEREAS, the Spokane County Elections Department in letter dated September 23, 2004, formally advised the City of Spokane Valley that the petitions submitted met the sufficiency provisions within RCW 35A.29.170 and 35A.01.040 and that the number of valid signatures met the minimum required under RCW 35A.11.110, and certified as per RCW 35A.01.040 that the date the certification process began was Monday, September 13,2004. NOW THEREFORE, be it resolved by the City Council of the City of Spokane Valley, Spokane County, Washington, that Council hereby requests the Spokane County Auditor to place the following proposition on the November 8, 2005 ballot for the citizens of Spokane Valley's consideration: • Resolution 05-019 to Place Salary Measure on Ballot(amending 05-018) Page 1 of 2 The City Council of Spokane Valley passed ordinance 04-018 concerning the adoption of a salary schedule on August 13, 2004 and the voters have filed a sufficient referendum petition on this ordinance. Ordinance 04-018 would adopt the Salary Commission recommendations changing the Mayor's salary from $500.00 per month to $1200 per month; the Deputy Mayor's salary from $400.00 per month to $1000.00 per month; and each Councilmember's salary from $400.00 per month to $900.00 per month, all with no automatic annual cost of living increase.
