Resolution 06-014 Amending Master Fee Schedule CITY OF SPOKANE VALLEY SPOKANE COUNTY,WASHINGTON RESOLUTION NO.06-014 A RESOLUTION OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON, AMENDING RESOLUTION 06-001, AND APPROVING G AN AMENDED MASTER FEE SCHEDULE WHEREAS, it is the general policy of the City to establish fees that are reflective of the cost of services provided by the City; and WHEREAS, the City uses a resolution to establish fees for City programs, permits and services, and periodically, the fee resolution must be updated to incorporate new or modified services;and WHEREAS, Council desires to modify the Resolution and accompanying Fee Schedule. NOW THEREFORE, be it resolved by the City Council of the City of Spokane Valley, Spokane County, Washington, as follows: Section 1. The changes needed at this time are incorporated into the attached schedules, and include (1) establishing a specific fee of$500.00 for appeals allowed under Spokane Valley Municipal Code 10.30.150-.660 (Schedule A); (2) reinstating a $60.00 blasting permit fee (Schedule B); (3)setting an hourly rate of$58 for re-review of plans (Schedule B); (4) updating fire code fees (Schedule C); and (5)establishing a$3.00 large format copy fee(Schedule E). Section 2. Repeal. To the extent that previous fee schedules are inconsistent with those set forth herein, they are repealed. Section 3. Effective Date. The application shall be accepted only when the application is determined to be complete by City staff. For signs, one and two family residential structures and the associated accessory buildings or structures, no plan review deposit will be required at the time of Building Permit Application submittal. The balance of the Plan Review Fee shall be collected at the time of Building Permit issuance along with the WSBCC Fee. Any excess deposit collected during the application process shall be applied to the Building Permit Fee. Plans Review Fees are not refundable once the plan review has been started. If a set of plans already checked and approved is resubmitted by the owner or his/her agent, an hourly rate of$58.00 will be applied for the re-review. PLUMBING CODE The plumbing code fees will be collected when the associated permit is issued. if the plumbing is included in the Building Permit the unit costs are added, but not the basic plumbing permit fee. If a refund is requested,the request shall be addressed to the Building Official in writing, and shall be received at the Spokane Valley Permit Center within 180 days of the date of issuance of the permit. Any fee refund request received after 180 days of the date of permit issuance shall be denied. Any refund approved shall be limited to 80% of the total Permit Fee paid.
