The Local Agency of City of Spokane Valley, WA desires to supplement the agreement entered into with The Transpo Group, Inc. and executed on 7/13/2010 and identified as Agreement No. CO 10-084 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The original Agreement for Services remains applicable to the additional scope items but this amendment shall extend services until December 31, 2013. The projected fee for this amendment is attached. Purpose: The additional design services are required to address the conduit and pull boxes on Sprague that were installed on another project and to finalize the 90% PS &E to a biddable set. The construction support services are to assist the City during the construction stage and through installation of the equipment. Scope of Work The following describes the key work elements addressed in this amendment for additional design and construction support services: • Task 10 — Finalization of Phase 2 Design Subtask 10.1 — Modify plans, specifications and estimate to address updated infrastructure • Task 11 — Construction Support Services for Phase 2 Subtask 11.1 — Responding to Requests for Information (RFIs) after project award Subtask 11.2 - Change Orders Task 10 — Finalization of Phase 2 Design Subtask 10.1: Modify plans, specification and estimate to address updated infrastructure The City will visit the Sprague Ave site to field verify the installation of the new conduit and pull boxes. Conduits and pull boxes will be verified for connectivity and fiber routing and to determine any changes to field conditions. The results of these inspections will be conveyed in mark ups to Transpo. Transpo will review and update the current plans, specifications and estimate to reflect the new WSDOT 2012 Standard Specifications, updating plans to AutoCad2012, as well as design changes that have occurred in other City ITS projects. The 90% plans, specifications and estimate will be updated to address the new infrastructure information. City comments will be incorporated into the plans. Task 11 — Construction Support Services for Phase 2 Subtask 11.1: Responding for Request For Information (RFIs) Transpo will provide responses to requests for information (RFIs) from the contractor related Sprague Ave ITS — Phase 2 Project. It is anticipated that RFIs will be routed through the on -site Project Engineer and provided to Transpo in a written format. Transpo will work with the City and contractor to provide resolution to the RFIs. Assumptions: This subtask includes responding up to 10 RFIs Subtask 11.2: Change Orders Transpo will review any change orders, if any, proposed by the Contractor. In addition, Transpo will prepare change orders, if any, resulting from unforeseen conditions such as unanticipated utility conflicts. Submittals Included in this additional scope of services in one submittal of as -built plans to be completed after final installation and testing of all components. Transpo will provide three (3) review sets of plans prior to finalizing the as -built drawings. Upon review, Transpo will provide six (6) sets of as -built plans. Submittals will be in 11 X1 7 format and an electronic PDF version and an AutoCAD version will be provided. Assumptions • The duration of the construction management services is expected to cover construction work to be performed in spring and summer of 2012. • Review of Traffic Control Plans is not included in this scope of services. • Fiber data will be provided with graphical presentation for strands and splices, after installation • Other parties will perform the following tasks: Equipment, Material and Plans Review Review product data sheets for the ITS components and materials for general conformance with contract requirements. As noted in Specifications, the Contractor has the option of providing alternative equipment subject to review and approval by the Engineer. Should the contractor submit alternative equipment, another party will review the equipment for general conformance to the system requirements. Should alternative equipment be provided, the contractor will ultimately still be responsible for ensuring overall functionality of the system using the alternative equipment. Rreview Warranties, Manuals and Shop Drawing submittals as required by Specifications. Responses to all reviews will be provided to the City to be returned to the Contractor. Review ITS Device and Systems Testing Review the testing procedures and results for testing required in the Contract Provisions. Testing is anticipated for the following elements: • Fiber Cable Testing • Attenuation Testing • Optical Time Domain Reflectometer (OTDR) Testing • Compliance Testing • Validation Testing • CCTV System Testing o Bench CCTV Test o Local CCTV Test o TMC CCTV Test As -Built and System Documentation Another party will prepare a set of as -built drawings based on redlines submitted by the contractor and field observations. The as -built drawings will be prepared based on accessible components reflecting location of equipment as constructed. Transpo will not be providing oversight during construction activities. DOCUMENTS EXEMPT FROM PUBLIC DISCLOSURE The page entitled "Cost Estimate Worksheet" contains confidential cost and rate data and is withheld from public disclosure pursuant to 23 USC 112(2)(F). Prenotification; confidentiality of data. A recipient of funds requesting or using the cost and rate data shall notify any affected firm before such request or use. Such data shall be confidential and shall not be accessible or provided, in whole or in part, to another firm or to any government agency which is not part of the group of agencies sharing cost data under this paragraph, except by written permission of the audited firm. If prohibited by law, such cost and rote data shall not be disclosed under any circumstances. You may petition for a review of our findings pertaining to any redacted or withheld documents pursuant to Spokane Valley Municipal Code (SVMC) 2.75.080; and obtain judicial review pursuant to RCW 42.56.550.
