The following is the title and summary of Ordinance No. 12-017 passed by the Spokane Valley City
Council on the 10th day of July,2012:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, GRANTING A NON-EXCLUSIVE FRANCHISE TO THE COEUR D'ALENE
TRIBE OF INDIANS TO CONSTRUCT, MAINTAIN AND OPERATE
TELECOMMUNICATIONS FACILITIES WITHIN THE PUBLIC RIGHTS-OF-WAY OF THE
CITY OF SPOKANE VALLEY,AND OTHER MATTERS RELATING THERETO.
The ordinance states that Council finds that this franchise is in the best interests of the public, and protects
the health, safety and welfare of the City's citizens. Section 1 sets out specific definitions for the purpose
of this Ordinance; Section 2 grants the franchise to the Coeur d'Alene Tribe of Indians for a period of ten
years; Section 3 explains that no right-of-way use fee is imposed for the term of this franchise; and
Section 4 explains the provisions of the use. Other sections of the ordinance address construction
standards, tree trimming, safety, and other issues addressed in standard franchise agreements with the
City of Spokane Valley.
