WHEREAS, the Board of County Commissioners of Spokane County, Washington (`the Board') having
conducted a hearing on the final assessment roll of Spokane County Road Improvement District No. 513
having been held on the 18th day of June 2002, in accordance with Resolution No. 2 -0509, and having
been presented at said hearing with the assessment diagram map, proposed final assessment roll, the
County Engineer's file and report, and having included them as a part of the official record of said hearing,
and after proper actions, with due considerations being given to all matters introduced at the hearing,
adopts the following resolution.
THEREFORE BE IT RESOLVED that the recommendation of the County Engineer is approved and the
final assessment roll of Spokane County Road Improvement District No. 513 as prepared by the Spokane
County Engineer, and now on file with the Board of County Commissioners of Spokane County, be and
the same is hereby accepted and confirmed in the total amount of $516,815.42.
BE IT FURTHER RESOLVED that said assessment roll be filed with the Treasurer of Spokane County,
Washington, for collection and that said Treasurer publish notice as required by law, that said roll is in the
Treasurer's hands for collection and that any assessments therein, or any portion of said assessments may
be paid at any time within thirty (30) days from the date of the first publication of said notice without
penalty, interest or cost.
BE IT FURTHER RESOLVED that the assessments against the property in Spokane County Road
Improvement District No. 513 be payable in ten (10) equal annual installments; that said assessments and
unpaid installments thereof shall bear interest at a rate of one -half of one percent greater than the rate of
interest the road improvement district bonds shall bear.
BE IT FURTHER RESOLVED that all assessments thereof together with interest thereon, when
delinquent, shall bear a penalty of twelve (12 1/6) percent, and the interest and penalty shall be included and
shall be a part of the assessment lien.
BE IT FURTHER RESOLVED that such assessments and installments thereof be due and payable as
follows:
The first installment of the assessment shall become due and payable during the thirty (30) day period
succeeding the date one year after the date of the first publication of such notice and annually thereafter
each succeeding installment shall become due and payable in a like manner. If the whole or any portion of
any assessments remain unpaid after the thirty (30) day period following the first publication of said notice,
interest upon the whole unpaid sum shall be charged the rate of interest which is hereby fixed at an
estimated rate of 8.0 percent per annum; the interest rate on the unpaid assessments shall be revised to a
rate of one -half of one percent greater than the rate of interest the road improvement district bonds shall

bear and each year thereafter one of said installments, together with interest due upon the whole of the
unpaid balance shall be collected. Any installment not paid prior to the expiration of the thirty (30) day
period, during which such installment is due and payable, shall thereupon become delinquent. All
delinquent installments shall until paid, be subject to the charge for interest at the assessment rate as above
provided and to an additional charge of twelve percent (12 1/o) penalty levied. upon both principal and
interest due upon such installment or installments from the date of delinquency. Collection of such
delinquent installments shall be enforced in the manner provided by law and any unpaid balance plus
interest may be paid in full at any time.
Any payment of annual installment or installments, interest and penalty, if any, shall be in the amount
exactly equal to such installment or installments, interest and penalty, if any, and no partial payment of
installment, interest and penalty shall be accepted by the Treasurer. Payment may be made to and accepted
by the Treasurer at any time during the calendar year provided, however, that a full year's interest shall be
deemed to have accrued for the scheduled year of collection unless such payment is made more than eleven
(11) months in advance of the date such payment is first due and payable. An additional full year's interest
shall be deemed to have accrued on the first day of delinquency.
The collection of all road improvement district assessments shall proceed with and be in accordance with
the provisions of Chapter 192 of the Laws of Washington, 1933.
PASSED AND ADOPTED by the Board of County Commissioners of Spokane County, Washington, this
18th day of June, 2002.
