Re: Panhandling Committee
At the March 25, 2008 Council meeting, the following action was taken:
6. Motion Consideration: Panhandling Ad Hoc Committee — Mike Jackson
It was moved by Councilmember Taylor and seconded to establish a panhandling ad hoc
committee. Deputy City Manager Jackson explained that per previous council discussion,
Council desired to form a Panhandling Ad Hoc Committee consisting of a total of seven
members, two of which would be Councilmembers Gothmann and Dempsey, and Ian
Robertson as a representative of the faith -based community, leaving openings for four other
members; that the purpose of the committee would be to investigate matters related to
panhandling and advise Council on those findings; and to identify other programs throughout
the County that address this issue, research what other cities are doing, explore the potential of
cooperation in applying programs, then determine what program to implement in order to help
people understand the choices they have to assist panhandlers; and that the sunset provision
would not exceed the term of the appointing Mayor. Councilmember Gothmann suggested
adding that the Committee should consider whether the City should have an ordinance. Mayor
Munson invited public comment; no comments were offered. Vote by acclamation: In Favor:
Unanimous. Opposed: None. Abstentions: None. Motion passed.
We advertised twice seeking people to submit applications to be considered for this committee.
The following application were submitted within the stated timeline, and are attached:

Mayor Munson: Once you determine which four people you would like to appoint, I would be
willing to write the appropriate letters for your review and signature.
Per the Governance Manual,
ARTICLE 4 - COMMITTEES, BOARDS & COMMISSIONS
4.01 Committees.....
(b) All other Council Committees, Citizen Task Force groups and rules or operating
procedures thereof shall be established by Council Directive with special attention to
RCW 35A.13.120, and after consultation with the City Manager. Such committees shall
be commissioned for a time certain, not to exceed two (2) years or the term of the
appointing Mayor, whichever is less and provided with a clear task description and
"sunset" provision. Appointment shall be by the Mayor........ Other special ad hoc
committees and Council liaisons for a particular purpose may be appointed by the
Mayor, without confirmation of Council for a time certain, not to exceed the term of
the appointing Mayor, along with a clear task description and "sunset" provision.
(d) Committees, liaisons and citizen taskforce groups shall be given an opportunity to make a
recommendation, when appropriate, on proposed ordinances, resolutions and motions
within their area of responsibility or interest, before action is taken by the Council. The
appropriate spokesperson shall present the recommendation(s) during discussion of that
business item on a Council agenda.
(e) Council member(s) may be designated by the City Council to take the lead on particular
significant issues and to provide an appropriate feedback of information to Council, in
order to gain corporate approval and coordination of corporate efforts. No
Councilmember may speak for the Council unless Council has designated that person as
the lead on that particular issue.
