Scope of Services July 27, 2012 Prepared for: City of Spokane Valley Prepared by: HDR Engineering, Inc. 1401 East Trent Ave, Suite 101 Spokane, WA 99202 Project Description This project will install new Low Impact Development (LID) treatments of stormwater runoff along 3,600 linear feet of a 5 -lane existing major arterial street in the City of Spokane Valley. Sprague Avenue between the I -90 Interchange and Park Road is a one -way west -bound arterial street that is proposed to be narrowed to match the arterial street section to the east. This effectively leaves enough room on both sides of the road for new curbing and bio- infiltration swales without the need to purchase additional adjoining property. Existing stormwater is handled through direct discharge without structural pre - treatment to about 39 Class V Underground Injection Control (UIC) drywells. A number of the drywells are in hydraulic failure. The drywells are approximately 40 -50 feet above the Spokane- Rathdrum Prairie sole - source aquifer that provides over 400,000 people with drinking water. A draft UIC comprehensive assessment of the over 7,000 City -owned drywells was performed to meet new UIC regulatory requirements recently. The draft assessment found drywells in this section of Sprague Avenue some of the highest threats to groundwater and merit retrofit. This project will effectively eliminate 1.2 acres of pollutant generating impervious surfacing to grass lined swales to treat roadway runoff. It will also decommission many of the 39 drywells and improve hydraulic storage, water quality treatment, and discharge capacity. Approximately 5 -10 of drywells that remain will be retrofitted and brought closer in compliance with current water quality standards. Some utility relocations may also be needed. Project Coordination The City of Spokane Valley (City) is responsible for the program management. Open House and Business Outreach — No added tasks 6. 90% PS &E Task 6.1 Plans, Specifications, and Estimate (PS &E) HDR will continue with the design and preparation of the plans for the project (excluding landscaping plans which will be performed by SPVV) and make revisions based on 60% review comments. Task 6.2 Additional Plans and Design The City has requested additional design that was not included in the original scope of work. In section 4.1 of the original scope of work, HDR and the City agreed: Existing Traffic detector loops will remain in -place (The south lane which is proposed to be reconstructed as a swale will require abandoning of the existing loop. Notes on the plans will indicate protection of existing junction boxes or other traffic detection infrastructure.) However after progressing with the design it was determined that the traffic loops on Thierman Road require modification and the addition of a set of loops closer to the proposed stop bar. Also not anticipated was the revision of the existing pedestrian push buttons at Thierman Road and Park Road. Sprague Ave UIC Elimination Project; Amendment # 1, July 23, 2012 3 Separate Demolition plans were also not anticipated to be included in the plan set. An additional Traffic Control sheet has been requested for closure of Thierman. Redesign of the ADA ramps at Elizabeth Road and Sprague to bring pedestrians closer to Sprague Avenue for safety. This task includes design of revised traffic signal loops at Thierman Road, design of revised pedestrian push- buttons at Thierman, and Park, preparation of two separate demolition plans, a Thierman traffic control plan, and redesign of the ADA Ramp details at Elizabeth Road. This task also includes preparation of corresponding specifications and opinion of probable cost of related bid items.
