DECLARATION OF EASEMENT
The City of Spokane Valley hereby grants an easement to itself, the Spokane Valley Fire
District, Avista, Comcast, East Spokane Water District No. 3, Spokane County Utilities, Century
Link and to all other utility purveyors and their successors, for the purpose of constructing,
installing, operating, maintaining, repairing, replacing, removing, and all other uses or purposes
which are or may be related to the utilities over, under, and across those portions of Sipple Road
and First Avenue, located in the Northeast Quarter of Section 19, Township 25 North, Range 44
East, W.M., more particularly described as follows:
COMMENCING AT a point on the North line of the Northeast Quarter of said Section 19, said
point being the centerline intersection of Sipple Road with Sprague Avenue, said point also
being located North 86 °45'47" East, a distance of 377.53 feet from the North Quarter corner of
said Section 19;
Thence South 03 °14'13" East along the centerline extension of said Sipple Road, a distance of
50.00 feet to the TRUE POINT OF BEGINNING, said point being on the South right of way of
Sprague Avenue;
Thence North 86 °45'47" East, a distance of 25.00 feet to the East right of way of Sipple Road;
Thence South 03'14'13" East along said East right of way, a distance of 200.00 feet to a point on
the North right of way of First Avenue; R. E. Excise Tax Exempt

First Avenue;

on the West right of way of Sargent Road;
