12-194.00 City of Millwood: Argonne Rd Safety ProjectMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SPOKANE VALLEY AND CITY OF MILLWOOD FOR THE DESIGN & CONSTRUCTION OF THE ARGONNE RD (EMPIRE TO KNOX) SAFETY PROJECT WHEREAS, the cities of Spokane Valley (SPOKANE VALLEY) and Millwood ( MILLWOOD) applied for and have been awarded a $180,640 Federal 2012 City Safety Program grant to design and construct various safety improvements along the Argonne Road corridor between Empire Avenue and Knox Avenue and install bicycle route signs along various nearby streets (SAFETY PROJECT); and WHEREAS, SPOKANE VALLEY and MILLWOOD intend as part of their 2012 Transportation Improvement Programs, to design and construct the SAFETY PROJECT; and WHEREAS, SPOKANE VALLEY and MILLWOOD agree that the installation of the SAFETY PROJECT would benefit the ratepayers, taxpayers and the traveling public of both cities. NOW, THEREFORE, SPOKANE VALLEY and MILLWOOD do hereby agree as follows: ARTICLE 1 — RESPONSIBILITIES OF SPOKANE VALLEY 1. Plans and specifications for the SAFETY PROJECT will be prepared by SPOKANE VALLEY for construction in 2013. SPOKANE VALLEY will purchase equipment under WASHINGTON STATE PURCHASING CONTRACTS where possible. SPOKANE VALLEY will contract with SPOKANE COUNTY (COUNTY) for construction and installation of elements of the SAFETY PROJECT that cannot be installed by Spokane Valley or Millwood forces. 2. SPOKANE VALLEY shall have full control over the construction, shall be responsible for ordering and approving materials, construction testing, and shall be the administrator for the project. 3. SPOKANE VALLEY shall make payments to the STATE and COUNTY upon receipt of invoices. 4. SPOKANE VALLEY shall submit for reimbursement from WSDOT Highways and Local Programs all eligible SAFETY PROJECT costs based upon invoices provided by the COUNTY, Washington State Purchasing Department, and other vendors. ARTICLE 2 — RESPONSIBILITIES OF MILLWOOD 1. MILLWOOD will provide SPOKANE VALLEY with right -of -way information, including existing road as -built information at the intersections of Argonne Road and Liberty, Empire, Grace and Trent. 2. This Memorandum of Understanding, once fully executed, shall establish a commitment by MILLWOOD to cooperate and coordinate with SPOKANE VALLEY in a timely manner on all design and construction associated with the SAFETY PROJECT. MILLWOOD will review 30% Page 1 of 2 Cat 2-1��1 and 90% plans and specifications prepared by SPOKANE VALLEY. MILLWOOD shall provide a review response for each within 10 working days. 3. MILLWOOD shall designate a "responsible person" who shall represent MILLWOOD's interest during the construction of the SAFETY PROJECT, and shall coordinate any modifications or changes needed by MILLWOOD in conjunction with the work. 4. MILLWOOD shall identify the elements of the project that it wishes to include in the project prior to SPOKANE VALLEY submitting the 30% review plans. 5. MILLWOOD shall install the SAFETY PROJECT elements identified in the previous paragraph within the grant timelines. ARTICLE 3 - ALLOCATION OF COSTS 1. The SAFETY project is 100% funded by a $180,640 Federal 2012 City Safety Program grant for all design, right -of -way and construction costs. There is no local match required. 2. SPOKANE VALLEY is authorized to include in the reimbursement its eligible administrative and staff costs incurred for researching, preparing design documents, grant and project administration, preparation of change orders, sign installation, etc., for the SAFETY PROJECT. 3. MILLWOOD is authorized to include in the reimbursement its eligible administrative and staff costs incurred for researching, reviewing design documents, grant and project administration, sign installation, etc., for the SAFETY PROJECT. 4. MILLWOOD shall issue a no -cost permit to the COUNTY to perform work within MILLWOOD'S right -of -way for the SAFETY PROJECT. Project Description This project will focus on reducing red -light running, rear -end, pedestrian and bicycle collisions. Spokane Valley and Millwood intend to do this by upgrading signal equipment allowing for corridor wide signal coordination, development of new signal timing plans, installation of countdown pedestrian timers, and signing of alternate bike routes. These programs are detailed below. This part of Argonne carries over 40,000 vehicles per day and has enough freight to be a T2 route. It is very congested during peak periods. While much work has been done on the peak hour signal coordination, the corridor could operate better with some small changes. The three signals in Millwood have old controllers and are not connected into the central system. This makes it almost impossible for them to stay in coordination with the Spokane Valley and WSDOT signals to the south, leading to increased congestion, more stopping at red lights, driver frustration, and likely influencing the collision rate. Under this project the City of Millwood would replace their three controllers with Eagle m52s running NextPhase and would install radio interconnect in the signal cabinets. The interconnect would tie to Spokane Valley and WSDOT systems at Trent /Argonne. Although the northern end of this project was designated as Empire Avenue, both cities agree it would be best to include the Liberty Avenue signal as well to ensure all three Millwood signals are operating the City Safety Program (2009 -2015) City of Spokane Valley and City of Millwood same equipment. In order to replace the controller and install the radios, the signal cabinets must be replaced. The project will also install countdown pedestrian signals at the three Millwood signals (Grace, Empire, and Liberty) to reduce ped collisions. All construction work for the signals would be completed by Spokane County since they maintain the signals for Millwood. Following the signal equipment upgrade the City of Spokane Valley will work with WSDOT and Spokane County to develop improved signal coordination plans for the weekend, evenings, and other times of the day as deemed necessary. Adjustments will be made to the existing peak hour plans. The last part of this project will address the bicycle collisions. Due to the heavy traffic and narrow lane widths, Argonne is not recommended for bicycle travel. Spokane Valley and Millwood intend to improve alternate routes to direct cyclists to ride on other streets as designated in the Bicycle and Pedestrian Master Plan. This project would fund the purchase and installation of "Bicycle Route" signs on roadways west of Argonne including Mission, Vista, Knox, Sargent, Montgomery and Liberty Avenue(in Millwood). The Spokane Valley bicycle route map is attached for reference. The City of Spokane Valley is currently designing improvements to the Argonne /Knox and Argonne /Montgomery intersections. These improvements will include ADA upgrades to curb ramps, intersection and signal improvements at Knox and a new NB right turn lane at Montgomery to reduce congestion between Trent and 1 -90. The project is funded with a CMAQ grant. The proposed HSIP improvements will be coordinated with the CMAQ funded improvements to maximize the benefits to the traveling public. Therefore countdown pedestrian signals for the intersections of Argonne with Montgomery and Knox are not included in this proposal as they will be part of the CMAQ project. Agency Coordination The City of Spokane Valley will be the lead agency and will handle all administration of the project. Spokane Valley staff will coordinate signal work with Spokane County and oversee development of signal timing plans with Spokane County, City of Millwood and WSDOT. Spokane County signal staff will make all traffic signal improvements in Millwood. Spokane Valley will purchase bike route signs and provide them to Millwood for installation. Millwood will also provide feedback to Spokane Valley and Spokane County on the new signal timing plans. See the attached email from the City of Millwood with their approval to move forward with a joint application. The two agencies will prepare an interlocal agreement if the project is selected for funding. Along with the collision types is a summary of the corrections that would be made to reduce the collisions. City Safety Program (2009 -2015) City of Spokane Valley and City of Millwood It should be noted that another prominent collision pattern has already been corrected in this corridor. The Argonne Road /Indiana Avenue intersection was the site of many collisions between through and left turning traffic. This movement was eliminated with the installation of a median in late 2008, which eliminated that collision pattern. For analysis purposes, the following collisions should be considered as already corrected: 2031007, C706792, 1872641, 1905957, 1911558, 2776601, 2779882, 2903643, 2903663, and 2912603. Rear -end collisions occur at many of the signalized - intersections and inbetween signals due to congestion. The proposed improvements will improve signal coordination and corridor throughput in an effort to reduce the overall congestion and queuing of vehicles. This should lead to a reduction in rear -end collisions. - -� TY .prT-1 Bicycle and vehicle collisions are common throughout' N the corridor. They are often caused by cyclists riding on`± the sidewalk. Cyclists are hit by drivers turning from side Z streets and driveways, where they are not accustomed p to looking for cyclists. They are caused by pedestrians not following the pedestrian signal, and by drivers not yielding the right of way. Installation of pedestrians'. countdown signals in Millwood will help reduce this collision pattern. Countdowns will be installed at the 14-T Spokane Valley locations through a separate project. -+. ri Red -light running collisions occur at most of the signals on the corridor. Spokane Valley has used signal ! coordination to effectively reduce red -light running in other parts of the City. A significant amount of time has already been invested in signal timing in this corridor, but additional improvements could be made once the signal controllers in Millwood are updated. In addition K,�okT Spokane Valley staff would work to develop weekend and evening timing plans to help reduce the red light running.
