Sprague _ Spokane Valley, WA 99206 (509) 921-1000 NOTICE OF ORDINANCE PASSED BY SPOKANE VALLEY CITY COUNCIL The following is the title and summary of Ordinance No. 13-001 passed by the Spokane Valley City Council on the 561 day of February, 2013: AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON AMENDING SPOKANE VALLEY MUNICIPAL CODE SECTIONS 19.40.120, 19.40.140, 19.60.010, 19.70.010, AND 19.70.020 TO ALLOW HOME OCCUPATIONS, ACCESSORY DWELLING UNITS AND RECREATIONAL VEHICLES IN MIXED USE, COMMERCIAL AND INDUSTRIAL ZONES; TO ALLOW USED MANUFACTURED HOMES IN MANUFACTURED HOME SUBDIVISIONS; TO INCLUDE RESIDENTIAL DEVELOPMENT STANDARDS FOR MIXED USE ZONES, AND OTHER MATTERS RELATING THERETO. Section 1 explains that the purpose_ of this Ordinance is to amend those sections of the City's Municipal Code as noted in the ordinance title. Section 2 adopts the Findings of the Planning Commission concerning Growth Management Act Policies and City of Spokane Valley Goals and Policies. Section 3 amends 19.40.120 by amending the heading of "Manufactured housing" to "Manufactures Homes on Individual Lots," and also adds language that"manufactured homes with dimensional features that match or closely match the predominant manufactured home type within a manufactured home subdivision may be placed in the manufactured home subdivision without regard to the age of the manufactured home." Section 4 amends 19.40.140 to state that a home occupation may be established in a residence that has been legally permitted. Section 5 adds language to 19.60.010 general requirements concerning standards that must be met in the residential development; states that a home occupation may be established in a residence that has been legally permitted, excluding caretakers' dwellings; discusses what is permitted for attached and detached accessory dwelling units; and adds that recreational vehicles shall not be used as a permanent or temporary dwelling units in certain zones, since the intent of recreational vehicles is to accommodate visiting guests. The language concerning a home occupation, and that recreational vehicles shall not be used as permanent dwelling units, is also added to section 19,70.0101-1 and 1-2.
