Worley, P.E. — Senior Capital Projects Engine Re: Sullivan Rd W Bridge Replacement Project #0155 CH2M HILL Consultant Agreement Supplement #6 — Early Site Preparation Bid Package Authorizing Use of Management Reserve Funds BACKGROUND The Sullivan Road West Bridge Replacement Project is currently in the final design and environmental permitting phase. The project is scheduled to go to bid in November 2013. Construction is anticipated to start in early 2014 and continue through to the end of 2015. In order to stay within this two year construction period, and not go into a third year, the design team has determined that an early Site Preparation bid package for the improvements to Sullivan Park is needed. If an early Site Preparation bid package is not completed this year, the construction of the new bridge would continue into 2016. As was presented to Council during the discussions on the de minimus impacts to Sullivan Park, the bridge contractor will need to use a portion of Sullivan Park as a staging area. This is an area designated for his office and storage of materials and equipment necessary to complete the work. The public will not have use of this portion of Sullivan Park. As a way to provide continued public use of the park during construction of the new bridge, it is proposed to enlarge the usable space in the park by removing trees, installing an underground irrigation system, placing sod and creating a `replacement' play area that will have the same function, purpose and use. This work will also include the installation of a new 40'x60' picnic shelter. All of this work is apart of the bridge project. To make this new play area in the park available for use by the public in early 2014, the park improvement work should be completed this fall and allowed to establish itself through next winter and spring. This will allow the grass to become well established prior to public use. The proposed Site Preparation Contract will include the following work: • Sullivan Park Expansion: o Selective tree removal and rock clearing • Grading • Installation of buried irrigation system with automatic controller Eric Guth 2/19/2013 Sullivan Rd Bridge Replacement Project— CH2M HILL Supplemental Agreement #6 Page 2 • Topsoil placement • Sod placement • Picnic shelter with electrical outlets and lighting • Drinking fountain with water faucet • Paved pedestrian walkway between existing parking lot and new picnic shelter Relocation of groundwater monitoring well at southwest corner of existing southbound Sullivan Road bridge To move ahead with an early Site Preparation bid package as described above, an amendment to CH2M HILL's consultant agreement is needed. This additional work (creating a bid package separate from the overall bridge project) is not currently in CH2M HILL's approved scope of work. An amendment is needed to provide the necessary scope of work and fee to complete this work. The estimated additional fee for CH2M HILL to add this work to their current contract is $51,676. The intent of the stand -alone Site Preparation contract will be to advance a significant time - critical portion of the overall bridge replacement project. Although this will increase the initial costs, the duration of the main bridge replacement project (number of construction seasons) will be minimized, resulting in a probable reduction in overall construction, construction management and inspection costs. This will also reduce by many months the adverse impacts to the public use of the park and the motorists using the Sullivan Road corridor. BUDGET/FINANCIAL IMPACTS The estimated fee for CH2M HILL to prepare the early Site Preparation bid package is $51,676. The current contract with CH2M HILL, (including all approved amendments), has $91,241 available in Management Reserve Funds (MRF). These MRF funds have already been approved in CH2M HILL's contract and require written approval before they can be used. The early Site Preparation construction work is also eligible for grant reimbursement through the federal or TIB grants already received. Table 1 below is a summary of CH2M HILL's contract for this project. Table 2 is a summary of the total project funding to date. The Site Preparation construction contract is anticipated to be advertised for bids and constructed in 2013. The City of Spokane Valley (Spokane Valley) may make or approve changes within the general scope of this agreement. If such changes affect CH2M HILL's cost of, or time required for, performance of the services, an equitable adjustment will be made through an amendment to this agreement. Prior to performing the work, CH2M HILL will notify Spokane Valley in writing of the occurrence of a change and an estimate of the cost impact. Spokane Valley will review, and if approved, will provide written approval of the change. A ten percent contingency fund has been established for minor changes to the Scope of Work. Spokane Valley will coordinate and distribute to online and local plan centers. CH2M HILL will provide 12 sets of contract bid documents to Spokane Valley for City use and distribution. 13.2 Advertisement for Bids Spokane Valley will develop and place the advertisement for bids. 13.3 Response to Bidder Questions and Issue Addenda CH2M HILL will answer bidder's questions and issue up to two contract addenda if needed. CH2M HILL will not attend the bid opening (Spokane Valley will conduct bid opening). Spokane Valley will coordinate and distribute Addenda to online and local plan centers.
